The principal function of an employee in this class is to assist the Superintendent in planning, organizing, scheduling, directing, and monitoring the activities and operations of the Solid Waste division and act as the Superintendent in the Superintendent's absence. The work is performed under the supervision and direction of a Solid Waste Superintendent, but considerable leeway is granted for the exercise of independent judgment and initiative.
Supervision is exercised over employees in division. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with City Officials, State Officials, other Department Heads and City employees, property owners, business representatives, and the general public. The principal duties of this class are performed in both an indoor and outdoor environment.
Planning, scheduling, and monitoring work is done using the City's computerized maintenance system in the office and in the field.

- Participates in the direction and supervision of personnel involved in the activities of the City’s Solid Waste Division.
- Establishes priorities and monitors all completed work and work in progress to ensure all work is completed in a timely and efficient manner.
- Performs the hiring, training, and supervising of assigned personnel including selection of Foreperson(s), scheduling staff according to Division needs, conducting employee evaluations, and taking or recommending disciplinary actions in accordance with established City policies and procedures.
- Works closely with other Solid Waste supervisory personnel to promote positive work attitudes within the division and maximize teamwork and cooperation by all division employees.
- Supervises assigned staff, including approval of time-off requests and timesheets, participation in the selection, promotion, discipline, and termination of staff, recommends candidates for hiring; schedules, trains, motivates and evaluates assigned staff.
- Manages staff performance to achieve goals within available resources; plans, organizes, and assigns work projects and staff assignments to meet workload demands.
- Works with the Solid Waste Superintendent in the development of goals and plans for the identification and evaluation of the Division’s needs.
- Oversees the implementation of work programs designed to meet the annual and long-term objectives of the Division as directed by the Solid Waste Superintendent.
- Participates in preparing, implementing, and reviewing the Division’s annual budget and maintaining related reports and records as required.
- Specifies and maintains computerized vehicle location and remote machine monitoring equipment to improve and track fleet productivity using fleet routing software.
- Creates and updates the City’s maintenance management software work order and templates and maintains current and accurate data on materials, equipment and labor costs.
- Oversees vehicle repair and maintenance work using the City’s maintenance management software.
- Provides training to Solid Waste Foreperson(s) and Lead Workers on the use of the City’s maintenance management software and routing software.
- Completes and compiles all necessary reports, correspondence, and documentation.
- Works closely with the Solid Waste Superintendent to ensure all work activities are in compliance with City codes and policies and State directives.
- Acts as a liaison between the Division and local residents, contractors, business representatives, government agencies, and other related professionals to ensure positive public relations.
- Participates in the revision of divisional operations and procedures to stay abreast of changing trends and practices in the Solid Waste field and meets the changing needs of the City.
- Serves as the Solid Waste Superintendent in his/her absence.
- Addresses citizens’ concerns or complaints and takes appropriate action to ensure a timely resolution or citizen satisfaction.
