FMS/AMS Specialist IV / DISTRICT ONE / TRAFFIC OPERATIONS / TSM&O

Lead a network architecture team on large cross-functional application projects. Ensure that robust and scalable solutions are implemented using a variety of internal and external data sources. Provide system architectural guidance and oversight to quality assurance on all new code from inception through integration, staging, and production environments. Provide hands‑on system security, including managing secure access to peers and outside partners, coach, guide, and mentor others in accomplishing network architecture, design, implementation, and operational goals.

Evaluate and make recommendations relating to the application of new technology to support the Department’s FMS/AMS programs.

Develop and program Freeway Management System (FMS)/Arterial Management System (AMS) projects that facilitate operation of freeway/arterial management systems and incident management. Develop project Requests for Proposals (RFPs), technical specifications and concept plans. Identify and program project‑related Operations and Maintenance (O/M) resources.

Develop and manage professional and contractual services contracts and other types of agreements that support Traffic Operations functions (including, but not limited to, Road Ranger Incident Management (TIM) teams). Include developing documentation for contract funding, RFPs and related documents; participate in technical review committees (TRC); evaluate contract work products; evaluate consultants; and process/approve invoices.

Perform engineering review and analysis. Develop traffic engineering reports and associated documents for freeway and/or arterial management, including signal operating plan development. Develop Freeway Management System (FMS)/Arterial Management System (AMS) network maintenance and operations performance reports. Interpret data and analyze results using statistical techniques. Identify, analyze, and interpret trends or patterns in complex data sets.

Support development of the Department’s Transportation Systems Management & Operations (TSM&O) program at the district, regional and statewide levels. Participate on task teams and provide input on business/strategic plans. Provide support during project implementation phases, including attendance at project meetings; interaction with project CEI personnel, contractors, vendors and Federal Highway Administration (FHWA); and participation in project acceptance testing.
