Job Summary

The Community Rating System (CRS) Coordinator is responsible for coordinating the County’s CRS activities, collaborating with the Federal Emergency Management Agency (FEMA) to document and verify the County’s involvement in the National Flood Insurance Program (NFIP) and CRS. The Coordinator gathers, analyzes, and interprets NFIP requirements, ensures compliance, directs program‑specific activities, coordinates with County departments, develops community partnerships, and interacts with the public and other stakeholders.

The role is performed under the general direction of the Floodplain Section Manager and requires independent judgment in varied work situations.

Work Hours: Monday – Friday, 7:30 am – 4:30 pm

Expected Starting Salary Range: $58,141.44 – $75,583.87

• Serve as the primary point of contact for the County’s participation in FEMA’s National Flood Insurance Program (NFIP) and CRS.
• Initiate, manage, and document all CRS activities, including education, training, and ongoing compliance.
• Assemble and gather data, documentation, and information for CRS visits and audits, maintaining records for applications, modifications, cycle verification visits, and annual re‑certifications.
• Assist in coordinating the County’s Floodplain Management Program to meet FEMA’s minimum NFIP participation requirements.
• Oversee the County’s FEMA/NFIP CRS program, develop plans to improve flood insurance discount ratings, and coordinate verification visits with the Insurance Services Office (ISO)/CRS Specialist.
• Work with County departments on projects that reduce flood damage and respond to federal and state directives.
• Draft updated County plans and procedures related to floodplain management.
• Coordinate Community Assistance Visits (CAV), reviews, studies, and other floodplain projects initiated by state and federal agencies.
• Provide assistance to FEMA and State Floodplain Manager representatives during CAVs and CRS program reviews.
• Promote public awareness of the Floodplain Management Program through speaking engagements, advertising, and community outreach.
• Complete CRS activity worksheets and manage all aspects of the CRS program, including annual audits of elevation certificates, permit lists, and brochure mailing.
• Conduct annual reviews of FEMA’s “Repetitive Loss” list, verify accuracy, establish mitigation priorities, and correspond with FEMA.
• Maintain complete and accurate records, including the Community Floodplain Reference Library, elevation certificates, flood insurance rate maps, and studies.
• Respond to NFIP inquiries from FEMA, provide written reports, and keep the Building Official informed.
• Serve as a witness and provide testimony for code enforcement and floodplain hearings.
• Prepare required reports for FEMA mitigation grant projects.
• Represent the County at state‑mandated meetings and workshops, ensuring compliance with CRS program requirements.
• Monitor and coordinate other federal and state Floodplain Management programs affecting CRS.
• Present oral and written reports, answer public questions about NFIP, provide flood zone determinations, and interpret flood insurance rate maps.
• Participate in the Local Hazard Mitigation Strategy Team and other county floodplain management groups.
• Serve as liaison to outside agencies and community stakeholders, prepare presentations for public forums, and assist in mediating complaints.
• Implement and present public FEMA program information and coordinate with private and non‑profit groups involved in floodplain management.
• Participate with emergency response staff during events and perform related duties as needed.
• Perform other related work, including weather or extreme emergency duties, as required.
