Position: Community Rating Systems (CRS) Coordinator

Community Rating System Coordinator

This position is responsible for coordinating the County's Community Rating System (CRS) activities and works with the Federal Emergency Management Agency (FEMA) to document and verify the County's involvement in the National Flood Insurance Program (NFIP) and Community Rating System. The CRS Coordinator performs work of moderate difficulty, gathering, analyzing, and interpreting National Flood Insurance Program (NFIP) requirements; proactively ensuring compliance with NFIP requirements to maintain and improve the Country's classification and flood insurance discount in the program, participates in coordinating the CRS Program;

and assisting in the development and implementation of other floodplain management related programs. Directs program specific activities and assignments, coordinates with other County departments, develops/maintains community partnerships, and interacts with the public and other organizations. Exercises a great deal of independent judgment in a variety of work situations. The CRS Coordinator will work under the general direction of the Floodplain Section Manager.

Monday - Friday, 7:30am - 4:30pm

Expected Starting Salary Range: $58,141.44 - $75,583.87

Indoor/Outdoor environment; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance. Ability to sit at a desk and view a computer screen for extended periods of time. Requires flexibility and availability to participate at trade shows and other community outreach events during or after work hours. Requires the ability to identify colors.

Serves as the primary point of contact regarding the County's participation in the Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP). Initiates, manages, and documents the Community Rating System (CRS) activities, including ongoing education and training.

Understands the functions of the other departments and be able to work with each department. Be able to assemble, and gather appropriate data, documentation, and information in preparation for the CRS visits and audits, and maintain the documentation for the community's CRS application, modifications, cycle verification visits, and annual re-certifications.

Assists in the coordination of the County's Floodplain Management Program ensuring that the County meets FEMA's minimum NFIP participation requirements.

Assists in overseeing the County's FEMA/NFIP CRS program for flood insurance discounts and proactively develops a plan for an improved rating.

Work with various County departments on projects and activities that reduce flood damages and respond to Federal and State directives to comply with National Flood Insurance Program (NFIP) requirements. Assist in drafting updated County plans and procedures.

Coordinates Community Assistance Visits (CAV), reviews, studies, plans, and other floodplain related projects, as initiated by state and federal agencies.

Provides assistance to FEMA and State Floodplain Manager representatives during Community Assistance Visits (CAV), CRS Program reviews and other floodplain management program activities.

Coordinate verification visits with the insurance Services Office (ISO)/CRS Specialist.

Promotes public awareness of the Floodplain Management Program through speaking engagements, advertising, and other programs. brochures.

Complete CRS Activity Worksheets.

Manages all aspects of the Community Rating System program, including Represents the County at meetings and workshops as mandated by the State of Florida, as directed. Follows up on all efforts needed to comply with the CRS program, including the annual audit of elevation certificates, permit lists and mailing the annual brochures.

Reviews, research, and compiles materials in the application of the Counties NFIP and CRS program for flood insurance discounts.

Conduct as annual review of the FEMA "Repetitive Loss" list to identify properties, located within the County, to verify accuracy and establish priorities for possible mitigation. Correspond…
