Aids in conducting comprehensive programmatic and administrative reviews of non-profit programs for which the Board of County Commissioners acts as grantee or grantor and the Public Safety Department acts as implementing agency to ensure compliance with Federal, State, and County regulations, policies, and guidelines. Conducts frequent site visits; writes reports of findings and presents findings to supervisor, advisory boards, or committees as required.

Reviews and prepares analyses of programs from external organizations being considered for funding by Manatee County. Contributes to formulating suggestions for upcoming funding decisions through program evaluation and analysis, as an integral aspect of the yearly County budgeting procedure. Provides information on programmatic and administrative issues, encompassing Federal, State, and County regulations, policies, and guidelines. This information is extended to grant program candidates and beneficiaries, which includes non-County entities where the Board of County Commissioners serves as either the grantee or the grantor.

Provides technical assistance to County departments and non-County agencies in developing grant programs, documentation of results, and reporting. Negotiates, writes, and manages assigned contracts with non-profit organizations. Conducts desk reviews of county-funded programs; reviews periodic payment requests, agency budgets, financial statements, and quarterly programmatic reports; processes payment requests. May present to public forums such as conferences, board meetings, outreach programs, or non-profit agencies.

Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting their area of expertise. Upon approval, attends educational events to increase professional knowledge and be otherwise beneficial to the County. Performs other related work (including weather or other extreme emergency duties) as required.

Minimum Qualifications

Bachelor's degree in social or behavioral sciences, education, business administration, finance, or related field. Previous experience in health and human services, grants administration, or public administration is desired. Valid driver's license is required, with a valid Florida driver's license required within 30 days of hire. A comparable combination of education, training, and work experience, which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.

Skills, and Abilities

Able to organize own work and prioritize tasks, adjust to competing and changing priorities, and meet deadlines. Accurate, detail-oriented, and organized. Able to resolve routine situations and problems. Basic knowledge and understanding of sociological and economic factors involved in Health and Human Services planning. Basic knowledge of data collection, analysis, and interpretation techniques. Basic knowledge and understanding of grants and contract management, including contract negotiation.

Basic knowledge and understanding of regulatory compliance necessary to successfully perform job duties. Basic knowledge and understanding of computer applications and software programs required to perform job duties. Good written and verbal communication skills and interpersonal skills necessary to deal professionally and effectively with staff, management, non-profit agency personnel, board members, and other stakeholders. Able to explain facts, policies, and practices.

Work is closely supervised during the probationary period.
