Position Summary
The Senior Manager, Government Grants is responsible for leading the strategy, development, submission, and administration of government grant opportunities that support the organization’s strategic priorities and mission. This role serves as a subject-matter expert on government funding and oversees the full grant lifecycle, from opportunity identification and proposal development through award management, compliance, reporting, and closeout. The Senior Manager partners closely with executive leadership, finance, programming teams, legal/compliance, and external stakeholders to maximize government funding opportunities while ensuring rigorous adherence to applicable federal, state, and local requirements.
Senior Manager is responsible for grant governance, compliance, coordination, agency requirements and enterprise oversight, while designated Finance and Program owners remain responsible for execution within their respective areas.
- Develop and execute a comprehensive government grants strategy aligned with organizational priorities and growth objectives.
- Monitor federal, state, and local government funding opportunities, including competitive grants, formula funding, contracts, and other public-sector funding mechanisms.
- Build and maintain relationships with government agencies, funding officials, community partners, and other external stakeholders.
- Assess funding opportunities for strategic fit, eligibility, competitiveness, financial impact, and organizational capacity.
- Maintain a forward-looking pipeline of government funding opportunities and provide regular updates to leadership.
- Ability to establish grant timelines, request required information, convene cross-functional meetings, monitor completion and elevate nonperformance or compliance concerns.
- Lead the development of high-quality, competitive government grant applications, proposals, letters of intent, and related funding materials.
- Coordinate cross-functional proposal teams and manage timelines, responsibilities, budgets, and submission requirements.
- Develop compelling narratives, work plans, performance measures, budgets, and supporting documentation.
- Review proposals for accuracy, consistency, compliance, and alignment with funder requirements.
- Establish and maintain proposal development processes, templates, tools, and best practices.
- Oversee the administration of government-funded awards throughout the full grant lifecycle including HRSA Health Center Program Section 330, Ryan White Parts B and C, and Rural Health Transformation, in addition to the broader federal, state, local and pass-through portfolio.
- Ensure compliance with applicable federal, state, and local regulations, grant terms, reporting requirements, and organizational policies.
- Monitor grant deliverables, milestones, budgets, performance measures, and reporting schedules.
- Coordinate financial and programmatic reporting in partnership with Finance and program leadership.
- Identify potential compliance risks and develop corrective actions and mitigation strategies.
- Support audits, monitoring visits, site reviews, and other government oversight activities.
- Ensure appropriate documentation and records are maintained for all government awards.
- Lead the preparation and submission of timely, accurate, and compelling programmatic and financial reports.
- Establish systems for tracking grant performance, outcomes, expenditures, deliverables, and compliance requirements.
