General Information
Work Location: 5213 4th Avenue Circle East, Bradenton, Florida 34208
Work Hours: Monday - Friday, 7:00 am - 4:00 pm
Expected Starting Annual Salary: $58,141.44 - $75,583.87
Assists with the administration and application of the County's classification and compensation program. Performs job analysis, market surveys, job evaluations, related compensation reporting and process compensation related pay actions. This position is also responsible for administering and maintaining time and attendance records to ensure timely and accurate payroll processing. Assist with workforce planning and organizational design projects, analyses, and program implementations.
Working Conditions Typical indoor office environment. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Occasional high stress situations that may involve angry or frustrated employees. Occasionally required to work other than normal business hours.

Provides high-level analytical work developing, supporting, implementing, and administering compensation and classification programs and policies.
Develops and participates in market surveys and compensation studies; analyzes and interprets salary survey data to develop compensation structures and programs and ensure market competitiveness.
Uses job evaluation tools, concepts, and methodologies to conduct individual reclassification, equity reviews, and organizational studies.
Participates in research and design of compensation structures, pay programs, and related policy updates.
Develops recommendations for updates to compensation policies, procedures, and programs.
Conducts base pay market and data analysis for job families and individual jobs; prepares salary analyses and recommendations based on internal and external salary data.
Prepares costing scenarios for management decision-making, including collective bargaining wage proposals, COLA projections, market pay studies, and internal equity studies.
Coordinates and prepares data files for wage, performance-based (merit) pay actions, and cost-of-living adjustments (COLA) programs.
Maintain job descriptions and ensure consistent formatting. Assists managers in updating and writing accurate and complete job descriptions.
Conducts job evaluation reviews on existing and new positions to determine appropriate FLSA classification.
Participates in HRIS work groups and committees for systems related to compensation and Time & Attendance.
Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting the area of expertise.
Interprets and applies collective bargaining agreements (CBAs) to ensure accurate administration of compensation, timekeeping, leave, overtime, premium pay, and other pay-related provisions. Works collaboratively with union representatives, supervisors, and management to resolve contract-related questions and maintain compliance with negotiated agreements.
Biweekly Time & Attendance FunctionsAdministers and prepares biweekly Time & Attendance functions to ensure timely and accurate payroll processing.
Troubleshoots and supports managers and employees in navigating the Time & Attendance platform.
Provides training for new employees and managers on timekeeping procedures.
Generates reports and audits data for compliance with FLSA, County policy, and internal controls.
Assists in system administration and configuration changes, including pay rules, schedules, and user roles.
Participates in system upgrades, testing, and implementation projects as needed.
Retirement/ Leave Management FunctionsGuides employees through the retirement process by providing benefit continuation options, coordinating enrollment, and ensuring compliance with Florida Retirement System (FRS) requirements.
