Scope & Responsibilities of Environmental Specialist I
Will efficiently manage assigned areas of responsibility through the interpretation, advisement and implementation of regulatory requirements. The Environmental Specialist I’s scope of responsibilities is based on an assigned subset responsibilities from the list below although not necessarily limited to these areas.
Regulatory Experience- Air:
Various air compliance standards including the Federal Code of Federal Regulations (40 CFR Parts 52, 60, 63, 64, 98) and State Requirements (25 PA Code Chapters 120-124, 127, 129, 139). Strong knowledge of the facility’s Title V Operating Permit requirements and responsibility for compliance with related standards. - Storage Tanks: PA Code Chapter 245 and 40 CFR Part 265
- Water: 40 CFR Parts 125/419, 25 PA Code (Chapters 91, 92a, 93, 95, 96) and ARG NPDES Permits
- Waste: 40 CFR 260-265 and 25 PA Code Chapters 260a-270a, 287 and 298.
- Remediation: PA Code Chapter 245, PA Code Chapter 250 Act II, and EPA’s On Cleanup Program
- Spill Prevention Control & Countermeasure/Facility Response Plans: 40 CFR Part 112
- Asbestos: 40 CFR Part 61, 25 PA Code Chapter 127, PA Asbestos Occupations and Accreditation and Certification Act 63, 161, 194
- Emergency Planning and Community Right-to-Know Act: EPCRA Parts 302, 304, 311, 312, 313
- Comprehensive Environmental Response, Compensation and Liability Act: 42 USCA Section 9603, CERCLA Section 103
- Ensure all compliance tasks and deadlines are effectively tracked and efficiently managed.
- Support the development and periodic review of capital and expense budgeting.
- Develop efficient means to maintain compliance with existing regulatory compliance requirements as well as addressing new standards with consideration for variables such as operational flexibility and cost.
- Develop and maintain strong understanding of refinery operations with specific focus on environmental aspects such as emissions sources, wastewater discharge points, and emission monitoring equipment.
- Clearly and efficiently communicate environmental requirements to all affected parties throughout the facility.
- Monitor proposed/potential environmental standards, develop method of compliance options, and communicate organizational impact
- Interface with outside consultants, engineers, and regulatory agencies to address inquiries and/or facilitate inspections.
- Initiate cross-departmental involvement, as needed, when addressing compliance needs.
- Actively participate on the Emergency Response Team (ERT) for Fire Brigade, Haz Mat, Confined Space or Rope Rescue response.

B.S. degree in environmental science, environmental engineering or related field required. 2-4 years of work-related experience required. Requires a self-motivated person that is detail-oriented with excellent leadership, communication, and organizational skills.

Exposure to various and sometimes extreme weather conditions; work from heights or elevated areas may be necessary. Occasional travel may be required.
