Job Description

The Site Safety and Health Officer (SSHO) is responsible for implementing, managing, and enforcing all heath and safety programs on assigned construction projects. This role ensures compliance with applicalble federal, state, and project specific safety regulations, while proactively identifying and mitigating hazards. The SSHO plays a critical role in protecting employees, subcontractors, the public, and the environment.

Core Responsibilities Work Product Creation, Project Management, Coordination with Team Members
  • Develop, review, and maintain all project-specific safety documentation, including Accident Prevention Plans (APPs) and Activity Hazard Analyses (AHAs).
  • Prepare daily, weekly, and incident-related safety reports and ensure accurate, timely submission.
  • Maintain complete and organized safety records in accordance with contractual and regulatory requirements.
  • Coordinate closely with the Project Superintendent, Quality Control Manager, Assistant Director of Safety, and project leadership to align safety planning with project execution.
  • Communicate with government representatives, regulatory agencies (including OSHA), vendors, and subcontractors regarding safety requirements, findings, and corrective actions.
  • Report identified deficiencies to the Assistant Director of Safety and support the development and tracking of corrective action plans.
  • Plan and schedule safety meetings, toolbox talks, orientations, and required training activities.
  • Support project planning by identifying potential safety risks during upcoming phases of work and recommending mitigation strategies.
Operations
  • Conduct daily and ongoing site safety inspections to identify hazards, assess risk, and verify corrective actions are implemented.
  • Monitor work activities to ensure compliance with OSHA regulations, EM 385-1-1, and all project-specific safety requirements.
  • Enforce site safety controls for all employees and subcontractors, including initiating corrective or disciplinary actions when necessary.
  • Investigate accidents, incidents, and near-misses; respond to on-site emergencies as required.
  • Deliver on-site safety training, orientations, and job hazard briefings to employees and subcontractors.
  • Exercise Stop Work Authority to immediately halt operations when unsafe conditions exist and resume work only after hazards are corrected.
  • Ensure subcontractors adhere to all safety requirements and approved safety plans.
  • Provide basic first aid during emergency situations and operate effectively in high-stress environments.
Qualifications & Competencies
  • Bachelor's degree and 8 years of related experience, a Master's degree and 6 years of related experience, or 11 years of related experience and no degree.
  • Minimum of 6 years’ of safety experience on similar construction projects, preferably with USACE, U.S. Air Force, and/or Naval Facilities Engineering Systems Command (NAVFAC).
  • Proven track record of independent work product production, communication, and coordination with clients and assigned Supervisor.
  • USACE EM 385-1-1 certification.
  • OSHA 30-Hour Certification.
  • Demonstrated knowledge of technical areas.
Knowledge & Skills
  • Strong ability to prepare and manage safety plans, reports, and documentation.
  • Proficiency with Microsoft 365, Google Workspace, or comparable productivity tools.
  • Strong problem-solving and hazard analysis skills.
  • Team-oriented mindset with the ability to influence safe behaviors on-site.
