Director Of Economic Development

The Community of Agglomeration of the North Basin of Arcachon (COBAN), a federation of 8 municipalities in the North Basin, is recruiting a Director of Economic Development (Category A position). Located in a preserved territory and just a few kilometers from the Bordeaux metropolitan area, COBAN has a population of 74,514 and a consolidated budget of 127 million euros. The agglomeration has built its territorial project  around five axes: economic development, mobility, preservation of resources, solidarity, and equipment in service of a dynamic territory.

COBAN has been exercising the economic development competency since 2017 in a dynamic territory with 12,000 enterprises, 22,000 jobs, and 13 activity zones representing 500 hectares of developed land. Its strategy aims for sustainable economic growth through the support of enterprises, development of economic land, support to strategic sectors (forestry-wood, nautical, sustainable tourism, artisan-construction), economic and ecological transitions, and cooperation with Bordeaux Metropolis and institutional partners.

The role is a strategic leadership position within COBAN, combining economic policy leadership, management, economic land planning, enterprise support, and the development of institutional partnerships in an attractive territory with strong growth and close ties to Bordeaux Metropolis.

The profile sought includes:

• Technical skills: confirmed experience in territorial economic development, expertise in project engineering and economic planning, good mastery of economic land and operational urban planning, public accounting, budgets for activity zones, public procurement, and enterprise support schemes.
• Professional qualities: leadership and management, organizational skills and prioritization, strategic thinking and forward planning, strong partnership and networking skills, autonomy, rigor, and adaptability, proposal strength, and public service sense.

Key relationships include the President and Vice-President in charge of economic development, community elected officials, COBAN's general direction and services, member municipalities, Bordeaux Metropolis, the New Aquitaine region, state services, and economic chambers and actors.

Conditions of employment:
Category A, administrative or technical career, territorial staff cadres: territorial attachés or territorial engineers. Statutory remuneration + RIFSEEP and annual complementary allowance (CIA and bonus) + CNAS + restaurant vouchers. Necessary availability (evening meetings, frequent travel).
