Position: INVENTORY MANAGEMENT SPECIALIST with Security Clearance
Duties
* You will be designated as an Inventory Management Specialist and have the responsibility for administering physical inventories and adjusting and/or recording results in the Defense Property Accountability System (DPAS).
* You will ensure the integrity of inventories by following the command inventory plan and physically verifying that all PSNS/IMF accountable property is identified with a command property policy compliant Bar-Code Label.
* You will interpret, adapt, and implement a wide variety of directives and policies emanating from within Division and higher administrative echelons.
* You will require broad knowledge of property accountability systems and inventory procedures along with the skill to conduct extensive inventory research to resolve all discrepancies noted on physical inventories.
* You will assess the productivity, effectiveness and efficiency of program/project operations that involves analyzing short and long-range needs, and administering entire projects and operations for phases of complex programs or operations.
* You will maintain contact with appropriate personnel at all levels of management in the shops/codes to resolve inventory problems. Requirements Conditions of employment

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain a current valid United States driver's license.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
* Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* Inventory will be conducted across a large industrial facility including work inside dry docks, on vessels, inside storage areas, and in an outside industrial area.
* The incumbent of the position may be assigned temporarily to any of the field site locations in the performance of duties.
* The incumbent of this position may have to travel to obtain training to assist in the performance of property management duties or to represent PSNS/IMF at property seminars and conferences. Qualifications For the GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: demonstrating a broad, comprehensive knowledge of property accountability systems (such as DPAS) and expert skill in applying inventory procedures to a large-scale, complex inventory.

This experience must include acting as an inventory team leader, providing oversight and technical expertise to junior specialists, and using independent judgment to resolve the most complex inventory discrepancies; proficient in developing, implementing, and monitoring property management programs, establishing policies, and interpreting and adapting broad regulatory guidelines (e.g., DoD Regulations, FAR) to enhance program efficiency. The role requires the ability to conduct extensive research, analyze systemic issues, and provide definitive solutions and recommendations.
