Duties
* You will independently purchase supplies and services utilizing simplified acquisition procedures and commercial procedures up to the Simplified Acquisition Threshold (SAT).
* You will negotiate with requiring agents and potential offerors to ensure the statement of work or requirements descriptions are agreed upon by all parties.
* You will ensure adherence to regulations, thereby protecting the government's legal rights and assuring the effectiveness of purchase operations.
* You will evaluate quotes and negotiate to resolve pricing and technical difficulties.
* You will instruct and assist customers on: the technical aspects of preparing procurement package; conducting market research, identifying commercial items versus military nonstandard items. Requirements Conditions of employment

* This is a bargaining unit position.
* You will be required to obtain and maintain a current Contracting Professional license.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the
Functional Area
and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established time frames.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience performing purchasing work equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector applying a practical knowledge of a wide range of technical methods, principles, and practices to perform complex purchasing work involving specialty manufacture of unique equipment, developing criteria/technical ranking factors for purchases of a variety of requirements, and/or resolving claims and terminations.
You should also have experience utilizing an extensive knowledge of contracting principles, methods and techniques, laws, statues, rules and regulations that govern Navy contracting operations, such as:
Federal Acquisition Regulations (FAR), Defense FAR Supplement (DFARS), Navy Marine Corps Acquisition Regulation Supplement (NMCARS), Naval Supply Systems Command (NAVSUP) acquisition policies and procedures and FLCPS Contracting Department policies and procedures, for acquisitions (e.g., orders, modifications) up to the simplified acquisition threshold (SAT). You should be able to communicate well both orally and in writing. Experience must include the following:
1) Analyzing price reasonableness using various methods to ensure award of contracts/orders at fair and reasonable prices;
2) Utilizing the Standard Procurement System (SPS) to develop and award simplified acquisition purchases and place orders under existing contracts;
3) Performing research analysis and problem solving using market research, relating to both commonly purchased commercial items and specialized items/services;
4) Utilizing the procurement process to conduct reviews and provide guidance to lower level purchasing agents; and
5) Understanding in customers' practices and activities in order to coordinate work packages to prioritize and meet deadlines. Additional qualification information can be found from the following Office of Personnel Management website:
