Engineering Technician

Summary

You will serve as an ENGINEERING TECHNICIAN for the Officer in Charge of Construction Puget Sound Naval Shipyard (OICC PSNS) to execute the Shipyard Infrastructure Optimization Program (SIOP), which includes utility, waterfront, and major industrial facilities and infrastructure construction.

• Provide engineering support services for construction contracts primarily between the Navy, Marine Corps, Air Force, and private contractors.
• Evaluate and assure the quality control efforts of construction contractors.
• Validate quantity, condition, and approval of materials on site prior to invoice payments.
• Coordinate the construction quality management program for assigned projects.
• Serve as coach, trainer, and mentor for team members who have not attained journeyman-level expertise.
• Review construction plans and drawings.
• Coordinate with stakeholders and resolve technical issues.
• Ensure projects remain on schedule and within budget.

• Demonstrated at least one year of specialized experience at or equivalent to the GS‑10 grade level, or equivalent experience in the private or public sector.
• Experience preparing pre‑award technical reviews of contract documents for Biddability, Constructability, Operability, and Environmental compliance on Design‑Bid‑Build and Design‑Build projects of varying difficulty and complexity.
• Experience performing Field Quality Assurance duties on construction contracts.
• Experience providing contract oversight on contractor Safety and Quality Control programs.
• Experience functioning as an independent Quality Assurance representative in construction, covering Structural, Civil, Mechanical, and Electrical building systems.
