Duties
* You will conduct technical reviews of material and service procurement packages, validating that engineering specifications, drawings, and required justifications conform strictly to technical standards prior to acquisition.
* You will perform market research and technical analysis to identify commercial sourcing strategies for obsolete or proprietary material.
* You will navigate and analyze integrated government material databases, supply systems, and asset visibility records to screen existing inventory, apply complex logistics control codes, and track non-standard procurement actions.
* You will collaborate with cross-functional project teams and waterfront departments to identify and resolve critical material shortages.
* You will formulate technically acceptable part substitutions to mitigate supply chain disruptions and maintain shipyard production schedules.
* You will translate complex requirements into objective salient characteristics to resolve technical discrepancies with vendors and contracting partners. Requirements Conditions of employment

* This is a bargaining unit position.
* You will be required to successfully complete a pre-appointment physical examination.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
* Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
* This position requires that the selectee be willing and able to work onboard ships.
* This position requires that the selectee be willing and able to climb ladders and scaffolding.
* This position requires that the selectee be willing and able to work in small and/or confined spaces. Qualifications FOR GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-10) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and conducting technical engineering reviews, evaluations, and market research of material procurement packages (e.g., Job Material Lists [JMLs], Statements of Work [SOWs], sole-source/urgency justifications, and non-standard material requests);
to research material availability, identify approved substitutes, and verify quality assurance requirements relative to naval vessel repair, alteration, maintenance, or overhaul. FOR GS-10:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting technical engineering evaluations, and assisting with market research of material procurement packages (e.g., Job Material Lists [JMLs], Statements of Work [SOWs], sole-source/urgency justifications, and non-standard material requests);
