Position: SUPERVISORY PROGRAM MANAGER.

Duties

  • You will develop goals and objectives that are assigned to subordinates based on priorities and considering the experience required and the capabilities of the assigned employees.
  • You will plan and schedule work in a manner that promotes a smooth flow and even distribution of work within the branch.
  • You will identify requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives.
  • You will perform Branch Manager level functions of oversight and development of first line supervisors and Shipbuilding Specialists assigned within the program.
  • You will identify and initiate action to correct, prevent, and minimize delays, resolving all problems that affect quality schedule and contractor performance.
  • You will advise all stakeholders or project status through periodic production meetings, status reports, and the customer feedback loop.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the

    Functional Area

    and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established time frames.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • You will be required to perform occasional sea duty.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR .
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading a team in the planning and execution of ship maintenance, repair, or modernization, evaluating the performance of multi-disciplinary teams;

resolving escalated technical or contractual conflicts; standardizing project management processes; or managing the distribution of resources (budget, manpower, or facilities) to ensure projects meet cost, schedule, and quality requirements.
