Position: PROGRAM SUPPORT SPECIALIST with Security Clearance
Duties
* You will prepare and maintain ownership of instructions, operating policies, procedures, guidelines, and training for assigned laboratory programs.
* You will design reports for tracking and control of laboratory programs and analyze trends and problems in the flow of work, offering potential resolutions and improvements.
* You will serve as the laboratory's Contracting Officer's Representative (COR) independently managing service and maintenance contracts and monitoring project tasks and timelines.
* You will provide direction, training, assistance and oversight to lower grade laboratory personnel in inventory tracking and procurement of supplies and major equipment.
* You will serve as the laboratory's subject matter expert (SME) for all administrative processes, records, training, materials and equipment procurement, IT, and facility issues.
* You will network with various internal and external contacts to exchange information, consult, and develop strategies and analyze program results.
* You will participate in meetings or presentations to influence managers at higher pay grades to accept and implement findings and recommendations on organizational improvements or program effectiveness. Requirements Conditions of employment

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* This is a bargaining unit position.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously when working in lab spaces.
* Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: analyzing and managing administrative and operational programs (such as financial planning, material procurement, and service contract administration) to ensure the operational readiness and efficiency of a laboratory or similarly regulated technical environment.
