Position: SUPERVISORY PUBLIC AFFAIRS SPECIALIST with Security Clearance

Summary:

The primary purpose of this position is:
To exercise second level supervisory and managerial authorities over the Public Affairs Office. Serves as the principal adviser to the Commander/Director, senior staff, and external leaders on all matters relating to internal and external communication, including policy formulation and the potential public reaction to proposed policy, activities, and operations. Plans, organizes, directs, and evaluates the execution of a comprehensive Public Affairs program integrating media relations, social media, community engagement, command information, visual information, communication planning, contingency/crisis response, special event planning, security and policy review, and Public Affairs resource management elements.

Duties:
* As Chief of Public Affairs, plans, organizes, directs, and evaluates the organization's Public Affairs program. Serves as the organization's senior Public Affairs adviser and leader in assigned areas of responsibility.
* Exercises supervisory personnel management responsibilities.
* Directs the execution of a comprehensive Public Affairs program integrating media relations, social media, community engagement, command information, visual information, communication planning, contingency/crisis response, special event planning, security and policy review, and Public Affairs resource management elements.
* Represents the office with a variety of installation and local governmental, public, civic, service, industry, educational, and media organizations. Requirements Conditions of employment

* This position is Centrally Managed; PCS is authorized and will be paid by the career field.

* This position is subject to provisions of the DoD Priority Placement Program
* This is a supervisory position; a one-year supervisory probationary period is required. Must be able and willing to assume a lead/supervisory position.
* Incumbent must be able to obtain and maintain the appropriate Secret security clearance required for the position.
* May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
* Recall to duty may be a requirement of this position.
* Disclosure of Political Appointments
* Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
* May be required to escort news media representatives to a forward operating location in the event of a deployment or other operation.
* All federal employees are required to have direct deposit.
* Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
* Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. Qualifications Conditions of Employment Continued:
* This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
* The position is designated as key. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available. Incumbent may be required to work extended and/or irregular hours during exercises or contingency situations. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1035 Series.

SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the concepts, principles, policies, and practices of a Public Affairs program. Knowledge of safety and security regulations, practices, and procedures. Knowledge of written and oral communication and visual information principles, methods, and techniques to determine the need for, plan, coordinate, conduct, and evaluate Public Affairs and multimedia activities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position…
