* Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
* This is a drug testing designated position. The incumbent is subject to random testing for drug use. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the 1750, Instructional Systems Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must include study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology; (2) Instructional design practices (3) Educational evaluation (4) Instructional product OR (5) Computers in education and training.
Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.

EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes a comprehensive knowledge of a wide variety of instructional program planning methods and techniques sufficient to plan total support requirements (i.e., personnel, equipment, facilities, and other resources) for a specialty area or. career field.
Comprehensive knowledge of a wide variety of instructional system acquisition methods and techniques sufficient to develop the technical and economic data required to support acquisition of instructional systems equipment and services for complete or complex instructional programs. OR
EDUCATION:
Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Merit promotion applicants must meet applicable time-in
-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE:
