Job Title
An employee in this class performs a variety of unskilled, semi-skilled, and occasionally skilled labor tasks in the construction, maintenance, and repair of water and sewer lines and appurtenances.
Work involves operating a variety of tools and light, medium, and heavy equipment to build, repair and replace sections of water and sewer lines. Work may involve responsibility for maintaining and repairing variety of pumps and motors and other equipment including electrical, mechanical, hydraulic, and some electronic (SCADA) work. Position may be subject to being on-call on a scheduled rotation and called in for emergencies.
ExamplesOf Duties
Troubleshoots, diagnoses, and repairs parts or equipment due to failure; performs mechanical, plumbing, electrical, and electronic maintenance and repairs.
Rebuilds and overhauls defective parts and machinery, instrumentation and equipment; maintains and services electrical generators for emergency power sources during outages; dismantles and overhauls various equipment; cleans, replaces and repairs gauges, engines, and other equipment.
Trouble shoots hydraulic, pneumatic, electrical, HVAC, conveyor, inverter, and programmable logic control (PLC) systems; changes PLC modules, replaces parts, operates laptop computer for diagnostics.
Maintains and repairs pumps, motors, and hydraulic systems, and other equipment. Helps with new equipment installations as needed
Plans and participates in regular preventive maintenance inspections such as inspecting wastewater and water pumping stations; checking and lubricating bearings and gear boxes; checking and replacing filters; cleaning out wet wells; packing pumps; and other preventive maintenance activities.
Performs repairs on air compressors and blower systems, water mixers and gear drives, belt presses, and related systems.
Lays water and sewer pipelines; repairs and replaces sewer and/or water lines and related facilities.
Uses hand tools i.e. shovels to finish grading trenches for construction of water and sewer lines; fits pipe; and uses variety of hand tools; may operate the backhoe occasionally.
Participates in hydrant and valve exercising and maintenance programs; locates existing lines and valves to update maps or mark for other contractors; assists high-pressure testing of lines and calculating proper chlorination; disconnects wells.
Operates varied equipment i.e. Sewer-Jet/Vac truck, backhoe, front-end loader, dump trucks, jackhammers, tampers, fork-lift, track hoe, aerial lift, Kubato tractor, pip threading machines, tapping, various gas pumps and saws machines, trenchers, air compressors, and boring machines, etc.
Operates sewer rudder machine to unstop sewer lines with pressurized hoses; also uses rakes, and shovels.
Participates in ground, lawn, and facility maintenance.
Maintains records of work activities.
Performs related duties as required.
QualificationsGraduation from high school supplemented by courses in electrical, mechanical and/or plumbing trades, and considerable mechanical maintenance and repair experience including pump, electrical and electronic repairs and wastewater laboratory experience; or an equivalent combination of education and experience. Special Requirement:
Possess, or be able to obtain, a valid CDL North Carolina driver's license within 6 months of hire date. Possess, or be able to obtain, a Grade 1 Wastewater Collection certificate within 6 months of hire date.
Skills And Abilities
Working knowledge of the operating characteristics and maintenance requirement of water distribution and wastewater collection systems.
Working knowledge of applicable state laws, and local ordinances and permitting requirements.
Working knowledge of the hazards in the work and related safety precautions and standards of the work.
Working knowledge of the use of common tools, materials and equipment used in utility construction and maintenance work.
Working knowledge of a variety of maintenance and manual methods and tasks involved in the installation, maintenance, repair and replacement of utility lines and appurtenances.
Working knowledge of the safe use and operation and preventive maintenance of common automotive and mechanical equipment.
Some knowledge of the municipal water and sewer services policies practices and procedures.
Some knowledge of traffic laws, ordinances and regulations pertaining to operations of motorized equipment.
Some knowledge of the safe use and operation and preventive maintenance of common automotive and mechanical equipment and ability to operate safely.
Ability to exert heavy physical effort.
Ability to understand oral instructions and to read line maps and operation and service manuals.
Ability to establish and maintain effective working relationships with citizens, supervisors, and other employees.
Ability to prepare and maintain accurate and records and prepare reports.
