NJ DCA Special Inspector – Concrete Placement and Reinforced Concrete
Position SummaryRequired Certifications
For NJ DCA Concrete Placement Special Inspector / Reinforced Concrete
Candidates must possess one of the following qualifications recognized by the New Jersey
Department of Community Affairs:- ICC Reinforced Concrete Special Inspector Certification, or
- ICC Prestressed Concrete Special Inspector Certification (or equivalent approved by NJ DCA).
- ICC Reinforced Concrete Special Inspector Certification (or equivalent approved by NJ DCA).
NJ DCA Special Inspector is responsible for performing special inspections of concrete placement, reinforcing steel (rebar), and reinforced concrete construction in accordance with the New Jersey Uniform Construction Code (UCC), International Building Code (IBC), approved construction documents, and applicable industry standards. The inspector verifies that structural concrete work is performed as designed and provides detailed inspection reports to owners, engineers, architects, contractors, and code officials.
The position requires independent judgment, technical expertise, and the ability to work on active construction sites.
- Perform special inspections of concrete placement and reinforced concrete construction on commercial, industrial, institutional, and multi-family projects.
- Inspect reinforcing steel (rebar) installation for size, spacing, placement, cover, laps, anchorage, and compliance with approved plans.
- Verify formwork, embedded items, anchor bolts, inserts, and reinforcement prior to concrete placement.
- Observe concrete placement operations to ensure compliance with project specifications and applicable codes.
- Review concrete delivery tickets, mix designs, and supporting documentation.
- Coordinate with testing laboratories regarding concrete sampling, slump testing, air content testing, and compressive strength testing.
- Document deficiencies, non-conforming work, and corrective actions.
- Prepare detailed daily inspection reports and final compliance documentation.
- Communicate findings with contractors, engineers of record, owners, and code officials.
- Maintain current knowledge of NJ DCA regulations, IBC Chapter 17 Special Inspections requirements, ACI standards, and project specifications.
- Conduct inspections in a safe manner and comply with all site safety requirements.
- NJ DCA Special Inspector Certification (Concrete Placement and/or Reinforced Concrete).
- ICC Reinforced Concrete Special Inspector.
- NICET certifications related to construction materials testing.
- OSHA 10-Hour or OSHA 30-Hour Construction Safety Certification.
- Experience with special inspections required by IBC Chapter 17.
- Knowledge of ACI 318, ACI 301, and ASTM testing standards.
