Combination Inspector -III

The Department has elected to consider a range of experience for this vacancy. A candidate’s qualifications, certifications, and experience will determine the level at which they are hired.

The Combination Inspector I–III performs technical inspection work to ensure compliance with applicable International Code Council (ICC) codes, National Electrical Code (NEC), County ordinances, and related regulations governing residential, commercial, and industrial construction. Positions in this series report to the Combination Inspector Supervisor.

Employees in this series are expected to maintain current knowledge of adopted building codes, construction practices, safety standards, and inspection methodologies. Ongoing training, professional development, and maintenance of required certifications are essential functions of each level within the series.

• Under close supervision and guidance, performs routine inspections and develops foundational inspection knowledge and skills.
• Conduct residential and basic commercial inspections for compliance with applicable building, plumbing, mechanical, energy, and zoning codes.
• Perform inspections involving water heaters, furnaces, air conditioning systems, roofing, sheathing, footings, foundations, framing, and lath.
• Assist with tenant finishes, remodels, additions, and renovation inspections.
• Review work sites for compliance with approved plans, permits, and construction standards.
• Document inspection findings and maintain accurate inspection records using County software systems.
• Issue correction notices and assist with stop work orders for non‑compliant work.
• Respond to customer inquiries regarding permits, inspections, and code requirements.
• Support front counter operations, including permit issuance and valuation verification.
• Coordinate inspection activities with County departments and outside agencies as assigned.
• Research basic code questions, complaints, and construction‑related issues.
• Participate in emergency response inspections following fires or catastrophic events under direction of senior staff.
• Attend required training and actively work toward obtaining required ICC certifications.

• Under general supervision, performs a broader range of inspections with increasing independence and technical complexity.
• Independently conduct residential and commercial inspections involving structural, plumbing, mechanical, and energy systems.
• Perform inspections for larger or more complex remodels, tenant finishes, and construction projects.
• Evaluate buildings for occupancy changes, code compliance, and change‑of‑use requirements.
• Inspect demolition projects and mobile home installations for compliance with applicable codes.
• Interpret approved plans, specifications, and applicable regulations in the field.
• Issue correction notices, stop work orders, and compliance documentation as necessary.
• Investigate complaints and resolve code‑related issues with contractors, property owners, and the public.
• Provide technical guidance to contractors, designers, and homeowners regarding code compliance.
• Respond independently to emergency inspection situations and assess structural safety and habitability.
• Maintain inspection documentation and prepare reports related to enforcement activities or legal proceedings.
• Support permit review activities and verify permit valuations when assigned.
• Assist and support less experienced inspectors as appropriate.

• Perform advanced and complex inspection work independently and serves as a technical resource within the division.
• Independently perform complex commercial, industrial, and residential inspections involving multiple systems and major structural components.
• Manage large‑scale inspection projects requiring advanced technical knowledge and project coordination.
• Interpret and apply complex building, plumbing, mechanical, electrical, energy, and zoning codes.
