Role OverviewTheMSHA Plant Manager – Aggregates / Wet Processing is a full-time, onsite leadership role responsible for overseeing daily operations across a large-scale reservoir sediment removal, excavation, and material processing project that has evolved into a regulated mining operation.
This individual will lead all field operations involving dredging, excavation, hauling, material processing, and aggregate production, ensuring safe, efficient, and cost-effective production of sand, gravel, and related materials.
The role requires strong operational leadership and deep expertise in mining and aggregate processes, including crushing, screening, dewatering, and bulk material handling systems. This leader will bring structure, accountability, and operational discipline to a complex, multi-crew environment while aligning execution with regulatory requirements, equipment reliability, workforce performance, and production goals.
Key ResponsibilitiesLead day-to-day site operations across dredging, excavation, processing, hauling, and logistics
Coordinate and manage multiple field crews, including dredge operations, heavy equipment teams, and maintenance personnel
Establish centralized decision-making and accountability across all site functions
Develop and execute project plans, including schedules, resource allocation, and production targets
Ensure compliance with all federal, state, and local mining regulations, environmental standards, and safety requirements
Drive operational efficiency by stabilizing workflows and reducing reactive, unplanned work
Coordinate with engineers, contractors, and consultants to align technical plans with field execution
Monitor equipment performance and support strategies to improve reliability and uptime
Identify operational risks and implement mitigation strategies to minimize disruption
Conduct regular site inspections to ensure adherence to safety protocols and operational standards
Produce accurate reporting on production, performance, risks, and compliance status
Build and maintain relationships with key stakeholders including leadership, regulatory agencies, vendors, and contractors
Implement structure, accountability, and performance management across all field teams
Direct oversight of multiple crews supporting:
Dredging operations
Heavy equipment and excavation
Material processing and hauling
Indirect coordination with:
Engineers (permitting, systems, and technical)
Contractors and vendors
Compliance and regulatory stakeholders
This is a newly created position driven by the evolution of the project from a sediment removal initiative into a formal, regulated mining and material processing operation.
The role is critical to unifying operations, improving efficiency, and ensuring consistent compliance and production performance across the site.
Current Operating EnvironmentThe site is currently supported by engineering resources in an interim structure:
An on-site engineer focused on permitting and regulatory compliance
A technical engineering resource supporting equipment and processing systems
This role will assume full operational leadership and align these resources into a cohesive execution plan.
QualificationsMinimum 5+ years of progressive leadership experience in mining, aggregates, heavy civil construction, or large-scale material handling operations
Prior Plant Manager experience in sand and gravel or aggregate operations required
Strong knowledge of mining processes including excavation, dredging, crushing, screening, dewatering, and hauling
Experience managing operations in regulated mining environments with permitting and compliance responsibilities
Bachelor’s degree in Mining Engineering, Civil Engineering, Construction Management, or related field preferred (or equivalent field experience)
Proven ability to lead crews, contractors, and cross-functional teams in active, high-volume operations
Strong leadership, communication, and organizational skills
