ESSENTIAL DUTIES AND RESPONSIBILITIES
- Oversees the daily operations of water production, water treatment, the storage of a public treated water supply, transmission and distribution of treated water, collection of wastewater, transmission, and distribution of non-potable water, and concentrate disposal systems to ensure the system is operating safely, efficiently, reliably, and in accordance with all governmental regulations.
- Schedules and assigns daily work of in-district operations team including training, technical assistance, work inspections, and ensures tasks are completed on time and correctly.
- Schedules and communicates the finished water production of the NWTP and monitors the raw water pumping of the Be Bee Draw, coordinating with staff and outside agencies in accordance with the Substitute Water Supply Plan.
- Operates the Reverse Osmosis Pilot program to provide data to improve plant performance.
- Responsible for laboratory analyses for in-house water treatment plant optimization, operation of the Northern Water Treatment Plant and booster pump stations, and the Deep Well Injection Systems.
- Coordinates tasks, obtains information and related reports, and ensures accuracy of information utilizing the Elements system.
- Reviews operational logs and records to ensure accuracy and completeness, performs evaluations of treatment processes, and may develop, monitor, and implement a process control plan for plant operation.
- Ensures safe performance of job duties by following proper safety procedures, taking all necessary safety precautions, anticipating unsafe working conditions, acting accordingly to prevent accidents, and promptly reporting accidents and hazardous conditions.
- Ensures compliance with state and federal regulations and protection of employee and public health and safety. Participates in and conducts appropriate safety training.
- Back‑up for chemical inventory and orders for chemicals for uninterrupted operation on the NWTP.
- Interacts with citizens, outside agencies, consultants, staff, and other departments concerning questions, complaints, procedures, standards, and specifications.
- Participates in continuous improvement initiatives and provides input and feedback on department policies and Standard Operating Procedures (SOP).
- Maintains regular and predictable attendance as scheduled, and performs job duties with varying schedules, including holidays and weekends, on‑call and overtime as needed.
- Responds to on‑call issues and emergencies as assigned.
- Participates in or leads One ECCV committee(s) and/or taskforce(s).
- Provides back‑up coverage for other positions.
- Performs other duties and projects as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
- Comprehensive knowledge of the Federal and State regulations relating to groundwater, water treatment, drinking water, surface water treatment, wastewater, and distribution and collection systems.
- Strong knowledge and understanding of Supervisory Control and Data Acquisition (SCADA) systems; proficient in computer applications including Asset Management database and Microsoft Office products.
- Understand and utilize blueprints, schematics, P & , and other layouts; perform math and algebraic equations associated with the water treatment field.
- Skill in monitoring budgets associated with assigned projects.
- Ability to establish, foster, and maintain effective working relationships with all District employees, management, consultants, government officials, and the general public.
