Cap-and-Invest Trading Lead (Environmental Planner
4) (In-Training) position. This role will be located at our Headquarters Building in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
The Air Quality Program (AQP) protects and improves air quality in Washington and supports our State’s environmental stewardship. Washington’s Legislature passed the Climate Commitment Act (CCA) in 2021, directing Ecology to develop and implement the state’s first Cap-and-Invest Program and to reduce greenhouse gas emissions by 95% by 2050. AQP is the second such program in the nation and is scheduled to be operational by January 1, 2023.
As the Cap-and-Invest Trading Lead, you will provide staff leadership in the Greenhouse Gas Auctions and Market unit. This unit brings companies into the cap-and-invest program, facilitates allowance auctions and trading, and safeguards the program’s integrity through market surveillance. You will be responsible for ensuring firms can trade and participate in the cap-and-invest market, helping them focus on reducing emissions to meet Washington’s 95% reduction goal by 2050.
