Job Description
Starting hiring salary - $92,611.34 to $98,168.02 annually DEFINITION The Administrator will oversee the daily operations and functions of the Brighton Municipal Court. The Administrator shall ensure compliance with applicable state and local laws and regulations. She or he shall also supervise the work of the staff who provide administrative support to the Municipal Judges. This person shall also oversee and enforce contracts for Court Security, Court Interpreters, and Court-appointed attorneys.
The ideal Administrator will work effectively, both independently and as part of a team, while providing excellent, respectful customer service. This person will demonstrate strong interpersonal and human relations skills that support the City of Brighton's mission, vision, and values. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Assistant City Manager. Exercises functional and technical supervision over assigned Court staff.
Also receives direction from the Judges on court procedures. EXAMPLES OF ESSENTIAL RESPONSIBILITIES AND DUTIES Recommends and assists in the implementation of goals and objectives of the Municipal Court; establishes court schedules in coordination with the Presiding Municipal Judge, Prosecuting Attorney and Police Department; implements policies and procedures. Plans, prioritizes, assigns, supervises, and reviews the work of staff involved in court services.
Provides training for court staff, to include overseeing mandatory CJIS training/certification for Court staff. Maintains the Court Standard Operating Procedures Manual. Evaluates the operations and activities of the Municipal Court; recommends improvements and modifications; prepares various reports on operations and activities including statistical reports of court cases. Prepares the annual budget, monitors approved budget accounts. Processes accounts payable for the division using City software.
Balances bank deposits and posts to the General Ledger daily. Responds to sensitive requests for information and assistance; interprets court policies, laws and regulations in response to inquiries and complaints; refers inquiries as appropriate. Coordinates court activities with the Police Department, including Police Records Division, and other City staff as needed. Manages case flow to ensure timely resolution of cases.
Serves as Clerk of the Court in the courtroom for arraignments, trials to the court, and jury trials; appropriately delegates the same duties to other court staff. Provides oversight and assistance to court staff in daily functions when needed. Acts as jury commissioner by preparing and mailing jury summonses to citizens selected for jury duty; schedules jury trial dates in coordination with schedules of judges and attorneys;
shall prepare and maintain stock jury instructions. Maintains a juror spreadsheet to track all potential and qualified jurors. Possesses knowledge of Colorado laws governing juror qualifications and the circumstances under which prospective jurors may be excused from service. Responsible for maintaining, preserving, and disseminating the Court record on all cases including appeals and requests for transcripts. Monitors jail files for Adams County and other jurisdictions.
Prepares daily bed space report, coordinates with the Adams County Jail for video advisal hearings and writs for transport. Monitors and provides preliminary interpretation of new laws, ordinances, rules, and court cases about Municipal Court. Issues subpoenas for court and jury trials; shall follow up on service of subpoenas as needed. Creates and modifies court documents as required by changing legal procedures.
Disburses restitution and bond refunds. Issues requests for payment of invoices. Prepares yearly calendar and coordinates dates with outside agencies for interpreter services, security, and police records. Prepares annual job evaluations for court staff. Meets at least quarterly with judges, City Prosecutor, Records Supervisor, and other City staff as necessary to discuss current issues. Provides administrative assistance for the Municipal Court judge.
