As part of the Jail Leadership team, the Deputy Director provides executive leadership and operational management for correctional facilities and systems, overseeing inmate programs including education, re-entry and rehabilitation, and staff to ensure compliance with state and federal laws, jail standards and departmental goals, while balancing public safety with offender reintegration. The Deputy Director will also provide strategic guidance and oversight for jail professional staff teams and responsibilities.

This position reports to the Division Chief.

Examples of Duties for Success
  • Reports to the Jail Division Chief.
  • Provide direct supervision to the Detention Manager and act as the Detention Manager when needed.
  • Collaborate with leadership in the review, interpretation, and implementation of changes as the result of new legislation.
  • Work with the county attorney’s office on litigation holds, document preservations, and additional litigation requirements.
  • Oversee administrative contract processes to include inmate telephones, video visitation, inmate tablets, online bonding, toxicology testing for work release/supervised release, electronic monitoring, and various program vendors.
  • Colorado Jail Standards:
    Implementation and compliance on items that pertain to support services.
  • Serve as the custodian of records for the jail division and ensures efficiency and compliance with laws, policies, and procedures as they pertain to jail records.
  • Post Order/Policy: development, review, implementation, and compliance
  • Prepare and participate in audits conducted by CBI, Department of Justice and others
  • Seek grant opportunities and aid in the completion of grant applications that pertain to the support services sections of the jail division.
  • Complete state mandated reporting for jails.
  • Monitor and research trends and developments in corrections and inmate management; report and implement any beneficial initiatives.
  • Monitor, analyze, and provide recommendations related to the Division’s budget to achieve objectives.
  • Represent the Adams County Sheriff’s Office and attend various committees, operations, and board meetings to include but not limited to the Colorado Criminal Justice Coordinating Committee (CJCC) subcommittees, Colorado Jail Association (CJA), and jail facility project meetings.
  • Develop and maintain professional relationships with members of the legal community, other law enforcement agencies, community-based providers and other city and state entities as necessary.
  • Prepare, review, and approve a variety of reports and comprehensive documents.
  • Assesses and implement plans to meet the long-term technology needs for the Sheriff’s Office Jail Management Systems (JMS).
  • Receive, oversee and investigate complaints or grievances that need escalation in accordance with policies and procedures.
  • Perform disciplinary counseling and recommend disciplinary actions for employees.
  • Perform other duties as assigned.
Qualifications for Success Education
  • Bachelor’s degree in criminal justice, business administration, or a related field required. Master’s degree preferred.
Experience
  • Requires a minimum of 7 years of progressive experience in managing complex detention/jail operations.
  • Requires a deep knowledge of the criminal justice system, and of correctional administration
  • Requires a minimum of 5 years’ supervisory experience.
  • Must possess excellent management, interpersonal, and communication skills.
  • Must possess experience and knowledge with statutory requirements for the access and dissemination of criminal justice records and legal issues
  • Must possess strong financial/budget management, policy development, public speaking, and negotiation skills.
License/Certificate
  • Must possess a valid Colorado Driver's License.
Background
  • Must be able to successfully pass a comprehensive background check which may include a psychological exam, physical exam, integrity interview, and CVSA exam
  • Must be able to meet ACSO background standards and meet CJIS requirements
