Job Description 3 Month Contract With A Local Authority

Job Purpose

To manage the statutory Education, Health and Care (EHC) Needs Assessment and Annual Review processes for children and young people with special educational needs and disabilities (SEND). The role is responsible for ensuring compliance with statutory requirements, coordinating multi-agency contributions, and supporting children, young people, and families to access appropriate educational provision and outcomes.

Key Responsibilities
  • Manage a caseload of children and young people throughout the Education, Health and Care Needs Assessment and Annual Review processes.
  • Coordinate and monitor statutory timescales, ensuring compliance with the SEND Code of Practice, SEND Regulations, and the Children and Families Act.
  • Draft, review, and amend Education, Health and Care Plans (EHCPs) to ensure they accurately reflect assessed needs and required provision.
  • Prepare and present cases to decision‑making panels, implementing outcomes and providing feedback to schools, families, and professionals.
  • Work collaboratively with parents, carers, schools, health professionals, social care teams, and other stakeholders to achieve positive outcomes.
  • Facilitate and contribute to multi-agency meetings, resolving issues and negotiating solutions where required.
  • Monitor educational provision and support arrangements, ensuring children and young people receive appropriate services.
  • Support contract and placement arrangements with educational providers where applicable.
  • Maintain accurate records, case notes, and documentation in line with statutory and organisational requirements.
  • Contribute to service development, policy implementation, and the delivery of training and guidance to stakeholders.
  • Promote equality, diversity, inclusion, safeguarding, and person‑centred approaches in all aspects of service delivery.
Requirements
  • Degree‑level qualification or equivalent.
  • Working knowledge of the SEND Code of Practice, SEND Regulations, and the Children and Families Act.
  • Understanding of the challenges faced by children and young people with SEND and their families.
  • Experience managing complex caseloads and working to statutory deadlines.
  • Experience working with education, health, social care professionals, families, and other stakeholders.
  • Strong report writing and documentation skills, including the ability to draft high‑quality EHCPs or person‑centred plans.
  • Excellent verbal communication, negotiation, mediation, and relationship‑building skills.
  • Experience facilitating or participating in multi‑agency meetings.
  • Strong organisational skills with the ability to prioritise competing demands effectively.
  • Proficiency in Microsoft Office and case management systems.
  • Ability to work independently and as part of a team.
  • Commitment to delivering high‑quality services for children and young people with SEND.
  • Experience working as a SEN Casework Officer or within a SEND service.
  • Professional qualifications relating to education, SEND, or inclusion.
  • Experience working directly with children and young people with special educational needs and disabilities.
  • Experience with in a local authority education or SEND environment.
