Founded in 1999, Wilson Consulting Group, PC is a well‑established, Pennsylvania‑based prime consulting firm specializing in transportation engineering. We support state agencies, municipalities, and public‑sector clients across funding strategies and planning, transportation design and delivery, construction phase services, active transportation design, asset management — including bridge inspection — and municipal representation.

We manage and support NBIS and Short Span bridge inspection programs across Pennsylvania, with Owners ranging from state and municipal agencies to the private sector.

Position Summary

We're seeking a knowledgeable, detail‑oriented NBIS Program Manager to be in responsible charge of our existing NBIS bridge inspection agreements throughout Pennsylvania — and, just as importantly, to drive the growth of this sector of our business. This is a dual‑track role: you will manage inspection teams, ensure program compliance, and perform QC/QA reviews, while also soliciting new clients, pursuing new NBIS agreements, and expanding Wilson's inspection footprint among state, county, township, and borough owners statewide — in close coordination with state and local owners and PennDOT Districts.

You will be stepping into an established program, not building one from scratch — our current NBIS portfolio includes state, local, and private‑sector contracts, backed by experienced inspection staff and internal technical and administrative support.

What You’ll Do
  • Serve as the responsible charge Program Manager for statewide NBIS inspection agreements serving state, county, township, and borough bridge owners.
  • Plan, schedule, and track inspections in accordance with 23 CFR 650 Subpart C and PennDOT Publications (including Pub 100A, Pub 238, Pub 583, Pub 626).
  • Coordinate with PennDOT staff, state and local owners, planning organizations, and internal inspection teams.
  • Lead and mentor inspection staff; support training and technical development.
Business Development & Client Growth
  • Solicit and secure new NBIS agreements with state, county, township, borough, and other prospective public and private‑sector owners across Pennsylvania.
  • Develop and present statements of interest, technical proposals, and fee estimates for new inspection contracts.
