Engineer Sr Supervisor Locally Administered Projects (LAP)
Serve as responsible charge engineer coordinating the administration of Locally Administered and Special Funded projects within the District, including working with localities and VDOT staff to ensure that projects proceed in a manner that support VDOT's on-time, on-budget requirements. Review and scope the yearly Transportation Alternatives applications and participate in Statewide level policy and program management discussions with other VDOT staff involved with the Locally Administered program.
Supervise and train professional engineering and technical staff. Plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of engineering activities. Lead projects across functional areas of the department. Provide project management and leadership to include planning, supervising, organizing, monitoring and directing work activities of staff and resources. Coordinate activities with management, stakeholders, customers, and key individuals throughout VDOT.
Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.

- Knowledge of civil engineering principles related to roadway design and standard design technical knowledge, ensuring compliance with VDOT's standards, specifications, policies and procedures.
- Knowledge of local, state and federal transportation rules, regulations, specifications and standards.
- Knowledge of project management practices and principles.
- Knowledge of roadway design criteria, hydraulics and construction methods, standards, specifications and materials.
- Knowledge of strategic, operational and financial management principles, practices and techniques.
- Knowledge of supervisory principles and practices to include performance management and discipline.
- Skill in leadership coaching, counseling and training others in effectively planning and scheduling work of diverse teams.
- Skill in negotiating.
- Skill in providing and promoting good customer service to internal and external customers.
- Skill in recognizing employee development needs and facilitating development plans to enhance employee performance.
- Skill in the application of time management principles and practices.
- Skill in the use of computers and software applications to include engineering software and analysis tools.
Minimum Qualifications:
- Ability to communicate effectively orally and in writing with internal and external customers.
- Degree in Civil Engineering or related field.
- Experience applying roadway design criteria, hydraulics and construction methods, standards, specifications and materials.
- Experience applying roadway safety standards and special designs to roadway projects.
- Skill in building networks and relationships with others, e.g. employees, field personnel, contractors, manufacturing and FHWA representatives.
- Skill in supervising, coaching, counseling, and training others to include planning and scheduling work.
- Skill in the use of computers and software applications.
- Valid Professional Engineer's license.
- Valid driver's license.
Additional Considerations:
- Experience supervising small work groups.
- Experience working with contracts involving FHWA representatives.
- Knowledge of Virginia's Enhancement Program guidelines to include federal and state funding, environmental, and civil rights requirements for locally administered projects.
- Project Management Professional (PMP) certification.
