Job Description:
SALARY: $87,105.00 - $ / annually
Position starts at a Step I. Salary is on an annual step increase basis to be awarded on the anniversary date in the position.

REPORTS TO:
Works under the direction of the Commissioner of DPW
SUPERVISORY RESPONSIBILITY:
Under administrative direction, employee plans and prioritizes the majority of work independently, in accordance with standard practices and previous training. Employee is expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions accordingly.
ESSENTIAL FUNCTIONS:

Supports the Water Commission in the management of the City's water system
Prepares for and facilitates the Water Commission monthly meetings
Maintains statistics and data in order to generate periodic reports and the Annual Statistical Report
Issues water permits and maintains a tracking system of all permits
Participates in the determination of water revenues and rates on an ongoing basis
Prepares the departmental budget, tracks expenditures and makes projections
Gathers data and information for and issues the consumers' confidence reports annually
Generates, prepares and submits monthly reports to be submitted to the state
Participates in regulatory actions as needed
Performs related work as required
Requirements:
QUALIFICATIONS REQUIRED AT HIRE:
Must possess a valid driver's license
Massachusetts drinking Water Supply Facilities Distribution Operators license for a grade 4 facility
Education and Experience:
Graduate from an accredited four (4) year college or university with specialization in engineering; three to five years of responsible or any equivalent combination of education, training or experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of Water treatment and testing and water quality standards
Knowledge of State, DEP and Federal EPA regulations
Working knowledge of environmental health and safety relevant to water system operations
Knowledge and ability to interpret and develop plans and specifications utilizing relevant computer applications
Ability to interpret and apply federal, state and bylaw rules and regulations as applicable to engineering activities
Ability to maintain effective working and professional relationships with employees' officials, contractors, vendors and the general public
Ability to establish and maintain effective and harmonious working relationships with City officials and departments, state agencies and the general public
Ability to deal with employees tactfully and effectively and maintain positive public relations
Ability to communicate effectively in written and oral form
Ability to prepare and administer budgets and to prepare financial reports
Ability to delegate responsibility and work well with subordinates
Demonstrated organizational, planning and financial skills
