About the Position

The individual selected for this position will work in the Recovery Support Housing and Employment Division of Central Office located in Oklahoma City, Oklahoma, for the Oklahoma Department of Mental Health & Substance Abuse Services (ODMHSAS). Under general supervision, this position provides statewide oversight, monitoring, and technical assistance to residential care facilities and employment-related housing programs serving individuals with behavioral health needs.

The Field Representative works closely with community providers, residential operators, and employment partners to ensure programs are compliant with ODMHSAS standards, evidence-based practices, and applicable state and federal regulations. This position supports the development, quality improvement, and sustainability of housing and employment services across Oklahoma.

Job Duties And Responsibilities
  • Residential Care Facility Oversight
  • Conducts on-site and desk reviews of residential care facilities and recovery housing programs to assess compliance with ODMHSAS standards, policies, and contractual requirements
  • Monitors health, safety, and service delivery practices within residential settings to ensure quality care and resident well-being
  • Reviews policies, procedures, staffing patterns, and operational practices of residential providers for adherence to governing regulations and evidence-based housing models
  • Identifies deficiencies, provides corrective action guidance, and monitors follow-up to ensure timely resolution
  • Provides technical assistance, consultation, and training to residential providers related to compliance, best practices, and program improvement
  • Collaborates with internal and external partners regarding licensing, certification, and quality assurance activities as applicable
  • Employment and Housing Program Oversight
  • Oversees employment-focused housing initiatives, including supportive employment and recovery-oriented workforce programs linked to housing services
  • Monitors provider performance related to employment outcomes, service delivery expectations, and contractual benchmarks
  • Reviews data, reports, and documentation to evaluate program effectiveness and compliance with ODMHSAS and funding requirements
  • Assists providers in developing or enhancing employment support services that promote stability, independence, and recovery
  • Coordinates with employment partners, workforce agencies, and housing providers to strengthen service integration
  • Program Monitoring and Technical Assistance
  • Participates in planning, development, and enhancement of statewide housing and employment initiatives
  • Provides guidance on evidence-based strategies, best practices, and emerging trends in recovery housing and employment services
  • Maintains accurate documentation, reports, and monitoring records in accordance with agency standards
  • Represents ODMHSAS at meetings, trainings, site visits, and stakeholder events as assigned
  • Performs other related duties as assigned

Minimum Qualifications and Experience
  • Bachelor’s degree;
  • Two years of professional experience;
  • Or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.

  • Applicants must be willing and able to fulfill any job-related travel normally associated with this position and as such have a valid driver’s license

About us

Within this division of ODMHSAS, our employees help support community providers who are providing substance abuse and mental health services to all Oklahomans, including children, youth, and families across the state. We do this through ongoing training, support, and technical assistance for our contracted and state-operated providers, juvenile drug courts, family drug courts, and other community providers. Additionally, ODMHSAS serves as the state authority on behavioral health policy and administrative rules, as well as administering Oklahoma’s Behavioral Health Medicaid program.
