Purpose of Position
The Flight Safety Defense Program Manager is responsible for the overall financial performance and contractual execution of the Flight Safety Defense program portfolios. The role manages and executes DoD programs, leading multi‑functional teams across PMO, Operations, Engineering, Contracts, Procurement, Quality, and other functions in a matrixed organization. The Program Manager coordinates across multiple business units including FSI Defense, Flight Safety Simulation Systems, and Corporate Flight Safety International.
- The customer relationship
- All program budgets and costs including labor, material and supplier costs
- Program schedule including baseline, actual, and variances
- Program risks, opportunities and mitigations
- Customer future business support
- Direct all phases of the program from proposal through completion
- Act as the primary customer contact, leading program review sessions to raise cost, schedule, technical performance, risk and mitigation awareness
- Provide internal communication, briefings, and status updates on program and portfolio activity
- Lead multi‑functional teams in a matrixed organization
- Understand customer and compliance requirements and program commitments
- Ensure contractual and compliance requirements are met
- Establish program resource requirements, budgets, and schedules
- Evaluate performance against plans, budgets, and milestones
- Develop, direct, and execute mitigation actions as required
- Strengthen customer relationships through open communication and keeping commitments
- Participate in negotiation of contract modifications
- Support the FSID Growth Team in developing and winning new and follow‑on business
- Ensure proposals, work statements, specifications, operating budgets, and financial terms are executable and achievable
- Apply understanding of the business and how own team integrates with others to achieve departmental objectives and efficiency
- Problem‑solve guided by policies and procedures; receive guidance and oversight from management
- Guide and influence others internally or externally to adopt different viewpoints
- Adapt departmental plans and priorities to address resource and operational challenges
- Make decisions and solve problems guided by policies, procedures, and department plans; receive guidance from Director
- Provide technical guidance to team members, colleagues and customers
- Bachelor’s Degree with at least 3 or more years of project/program management or related experience
- Must be able to obtain a security clearance
- Self‑starter with proven leadership ability and success working with limited supervision while coordinating activities across engineering, operations, finance, quality, and other program execution functions
- Team player capable of working with diverse disciplines in multi‑functional teams at all levels of the organization
- Experience using internal Risk Management processes and demonstrating value in identifying and managing program risks, developing risk burn‑down plans, and integrating them into project/program plans and schedules
- Ability to support development of SOWs, review contract modifications, participate in engineering change proposals, and schedule integration
- Adaptability to changing environments while meeting customer requirements and leveraging proven configuration control practices
- Participation in new business capture effort, proposals and cost estimating
- Knowledge of training device design and manufacturing
- Aerospace & Defense industry experience
- Experience with Earned Value Management principals
- Experience transitioning developmental technology into production
- Relevant experience with training device design and manufacturing
- Ability to identify and solve day‑to‑day technical and operational problems; understand and recognize broader impact across the department
- Exceptional interpersonal communication, both written and verbal, with formal presentation skills and ability to interface at all levels of management and customer organizations
- Knowledge of Earned Value Management System (EVMS) and associated monthly business rhythms
