Basic PurposeThe primary purpose of the highest level of this position is to plan, coordinate and direct overall activities related to the construction, renovation, maintenance and repair of state‑owned, Oklahoma Military Department‑operated buildings, facilities, grounds and equipment. In this role, they will manage and supervise construction/maintenance technicians and licensed trades specialists or others performing work in both new construction/renovation and the upkeep of existing state properties.
TypicalFunctions
- Conduct inspections of buildings, premises and equipment; determine requirements for maintenance, construction or renovation projects; make estimates of costs for labor and materials; inspect work in progress and upon completion for code compliance.
- Manages supervisory staff; develops and implements budget; develops and implements policy and procedures; ensures compliance with laws, rules and regulations; prepares routine and special reports.
- Evaluates bids on projects; prepares specifications for standard and specialized equipment, supplies and vehicles.
- Prepares cost estimates on future capital improvement projects; reviews plans and construction documents.
- Plans, supervises and directs the movement and operation throughout the state of heavy construction equipment.
- Schedules work crews; reports time and attendance of crews.
- Completes reports of equipment operations, of installation and maintenance work performed and of materials, supplies and equipment used.
- Compiles various reports from PRIDEWEB for ISR, technicians, etc.
- Writes Statements of Work for Facility Maintenance projects, annual contracts and multiyear service contracts.

- Supervises 3 to 5 subordinates for the different regions, schedules work, and performs site visits for maintenance, repairs and potential projects.
- Administers the Installation Status Report (ISR), including providing information and data to support the Services/COSTS report as required, and coordinates with the Installation Status Report Manager to ensure annual training, inspections, and reports are complete.
- Prepares on a frequent basis reports, data analysis, projections, and other data products to validate facility maintenance program.
- Requires frequent travel within and without the State.
Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others. At this level employees are responsible for the supervision of staff and a general maintenance program which is large in size and scope and similar construction and maintenance programs involving energy conservation, fire prevention, maintenance and repair, and maintenance and renovation of state properties.
Knowledge,Skills, Abilities and Competencies
Required at this level includes knowledge of the applicable construction or maintenance trade to which the position is assigned; knowledge of federal and state laws and regulations relating to public administration; of the principles of management and effective supervision; of personnel and fiscal management; and of the principles, methods and practices of the various programs being administered. Ability is required to plan, coordinate and evaluate the activities of the division;
to set priorities; to prepare budgets and ensure compliance with budgets; to establish and maintain effective working relationships; to interpret, analyze and resolve highly complex administrative and personnel problems; and to communicate effectively both orally and in writing.
