The Project Estimator is responsible for independently reviewing project documents, preparing accurate and competitive estimates, conducting bid analysis, and coordinating vendor/subcontractor pricing for package pump station projects. This role requires strong technical understanding of construction documents, mechanical/electrical systems, and wastewater/pump station components. As a Project Estimator, you manage the full lifecycle of estimates, from document review through bid submission, ensuring accuracy, scope clarity, and compliance with contract documents.
You will collaborate with vendors, engineers, contractors, and internal teams to resolve technical questions and deliver complete, timely bids. This position is the core production role within the Estimating Career Path and prepares individuals for advancement to Senior Project Estimator, where leadership, complex analysis, and strategic bid ownership become primary responsibilities.
- Independently review project plans, specifications, addenda, and bid instructions to determine scope of work and required deliverables.
- Analyze multi-discipline drawings (civil, mechanical, electrical, structural, P&IDs) to develop accurate material and equipment lists.
- Identify scope gaps, spec discrepancies, alternates, and value options.
- Prepare RFIs and coordinate clarifications with clients or engineers.
- Perform complete quantity takeoffs for mechanical, piping, structural, and electrical components in pump station projects.
- Assemble and maintain detailed BOM with accurate quantities, materials, and configurations.
- Build cost estimates using internal cost databases, historical data, and vendor pricing.
- Conduct cost analysis for materials, labor assumptions, installation requirements, and risk factors.
- Solicit, review, and analyze vendor and subcontractor quotes for pumps, controls, valves, hatches, electrical gear, prefabricated components, structural elements, and specialty equipment.
- Compare quotes for compliance with project documents, identifying inclusions, exclusions, and deviations.
- Negotiate pricing and lead times where appropriate.
- Maintain updated vendor contact lists and pricing histories.
- Prepare complete proposal packages, including scope narratives, BOMs, pricing sheets, and attachments.
- Ensure bids are fully compliant, accurate, and delivered on time.
- Participate in internal bid reviews and risk evaluations prior to final submission.
- Work closely with the engineering team to confirm technical assumptions and ensure correct equipment selections.
- Coordinate with project management and operations teams for constructability and installation considerations.
- Communicate professionally with clients, contractors, and engineers to clarify scope or technical details.
- Support the continuous improvement of templates, cost databases, and internal estimating processes.
- 2–5 years of experience in estimating, construction management, or engineering.
- Experience with water/wastewater projects, pump stations, or mechanical/electrical systems strongly preferred.
- Familiarity with public agency bidding, municipal requirements, and documentation standards.
- Ability to read and interpret civil, mechanical, electrical, and structural drawings.
