The Inclusive Procurement Coordinator supports the City’s inclusive procurement and disparity reduction initiatives. This role will focus on strengthening vendor outreach through targeted training and education, increasing access to contract opportunities, and establishing measurable metrics to track overall progress. Additionally, this position will assist individual City departments by providing guidance on procurement processes and with their disparity initiatives, evaluate existing procurement practices and identify opportunities to improve equitable access to city contracting opportunities, and provide accurate, timely reports directly to City Council.

This position drives meaningful change by promoting fair and equitable access to City contracting opportunities for all vendors.

Responsibilities
  • Collaborate with departments throughout the solicitation process by providing guidance on inclusive procurement practices, vendor outreach, and equitable access to contracting opportunities.
  • Use datato identify gaps and diagnose barriers in the procurement process.
  • Supporting or facilitating vendor outreach activities associated with solicitations, including helping connect prospective vendors with the appropriate department contacts.
  • Promote transparency and equitable access throughout the solicitation process.
  • Perform outreach and business engagement to build stakeholder collaboration and strategic advancement.
  • Maintain a vendor outreach database and participation tracking.
  • Maintain a centralized contract inventory and monitor key contract milestones.
  • Collaborate with communications personnel to develop and manage solicitation social media campaigns and community advertisements.
  • Support or facilitate pre-proposal conferences.
  • Prepare and present reports on equity in procurement to the City Council, boards, and senior management.
  • Collaboratively develop, improve, and adapt purchasing policies and procedures for the City.
  • Support departments by providing guidance on procurement processes and inclusive procurement objectives.
  • Collaboratively design, implement, and monitora comprehensive internal training program for all participants in the purchasing process.
  • Developing and delivering training related to inclusive procurement, supplier diversity, and equitable contracting practices.
  • Assisting with audit support, reporting, and monitoring participation metrics.
  • Assist with data practices requests.
  • Enforcedata retention and other policies.
  • Collaborate with departments and Grant Coordinator to support the procurement requirements associated with grant-funded programs.
  • Perform other duties as assigned.
Education

Bachelor’s degree in Finance, Procurement, Purchasing, Contracting, Business or Public Administration, Economics, Marketing or related field.

Experience

Three (3) years of experience in procurement, purchasing, supplier diversity, community engagement, vendor outreach, contract administration or closely related field.

Equivalency

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Knowledge, Skills, and Abilities
  • Knowledge of procurement, contracting, and solicitation terminology and the ability to review documents for completeness and compliance with applicable policies and procedures.
  • Strong communications, relationship-building, and diplomacy skills to work with businesses, vendors, contractors, elected officials, and other internal stakeholders.
  • Strong problem-solving skills and resourcefulness in achieving program efficiency and contract compliance.
  • Ability to collect, analyze, interpret, and present program data, vendor participation metrics, outreach results and performance measures to evaluate effectiveness and support continuous improvement.
  • Strong organizational, time management and attention to detail skills with the ability to manage multiple priorities and meet deadlines.
  • Ability to establish and maintain collaborative relationships with businesses, vendors, contractors and internal stakeholders to support inclusive procurement initiatives and expand participation in City contracting opportunities.
