Position: SECTION MANAGER

Position Summary

APPLICANTS MUST BE PERMANENT IN THE PRINCIPAL ADMINISTRATIVE ASSOCIATE TITLE. The Medical Assistance Program (MAP) administers public health insurance programs, including Medicaid, for the City of New York. Applying individuals and families are approved for eligibility against applicable Federal and State guidelines. Those found to be eligible can use coverage provided to access doctors, medication and other health care services at little or no cost.

Position

Medical Assistance Program (MAP) is recruiting for one (1) Principal Administrative Associate III to function as a Section Manager in MAP’s Brooklyn South Medicaid Community Office.

Responsibilities
  • Coordinate the activities of the application process by providing direction to the Medicaid eligibility application staff.
  • Supervise and guide the Applications’ Section Supervisor to resolve problems/issues related to the application process and consult with the Director on overall problems, providing guidance to administrative staff on complex situations.
  • Interpret and apply departmental mandatory eligibility application policies and procedures, ensuring eligibility determinations are consistent with applicable laws and policies.
  • Prepare statistical reports detailing the application process and activities to assist senior management in measuring work performed and determining needed changes or improvements.
  • Interact with Job Center, the outpatient on‑site offices in municipal hospitals, MAP divisions including Disability Review, Nursing Homes, Third Party Health Insurance, the Limited English Speaking (LESA) Ability Unit, and Community Alternative System Agency (CASA) office to refer clients and comply with information related to application cases.
  • Oversee the use of the Welfare Management System (WMS) error correction process, review error reports, ensure discrepancies are resolved, and document case records, roster and error reports with correct information for audit or administrative review.
  • Train subordinates in Medicaid application processing by holding conferences and keeping staff informed of new State, Federal and Agency regulations and procedures.
Hours / Schedule

8:45 am – 4:45 pm (½ hour FLEX)

Minimum Qualifications
  • A baccalaureate degree from an accredited college and three years of satisfactory full‑time progressively responsible clerical/administrative experience, including one year in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and four years of full‑time progressively responsible clerical/administrative experience, including one year of administrative supervisory experience described above; or
  • A four‑year high school diploma (or equivalent approved by a state or recognized accrediting organization) and five years of satisfactorily full‑time progressively responsible clerical/administrative experience, including one year of administrative supervisory experience; or
  • Education and/or experience equivalent to any of the above, with the one year of administrative or supervisory experience required. Education above high school may be substituted for general clerical/administrative experience (up to 3½ years) at a rate of 30 semester credits for 6 months of experience.
Preferred Skills
  • Knowledge of Medicaid eligibility and EDITS, strong supervisory and communication skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. City employees who have worked for the City for two continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
