Position: ASSISTANT SITE MANAGER, OVER-THE-COUNTER (OTC) SITE

APPLICANTS MUST BE PERMANENT IN THE PRINCIPAL ADMINISTRATIVE ASSOCIATE CIVIL SERVICE TITLE.

The Supportive Programs and Initiatives unit oversees the disbursement of Common Benefit Identification Cards (CBIC) to all HRA clients who have available benefits (CA, SNAP, and MA). CBICs are the primary vehicle for clients to access Cash Assistance and Supplemental Nutrition Assistance Program (SNAP) benefits and can be used like a debit card at participating merchants. They are also used for Medicaid identification.

EBO, located at 227 Schermerhorn Street in Brooklyn, serves as the centralized location for citywide HRA clients who need permanent cards, replacements, changes, or restrictions to their Personal Identification Number and for immediate questions about accessing benefits.

Under the direction of the Over‑The‑Counter (OTC) Site Manager, the Assistant Site Manager (PAA II) will supervise a staff of three Principal Administrative Associate I’s and indirectly fifteen Clerical Associate III’s CBIC/EBT Specialists at one Brooklyn OTC site that issues 600–700 referrals daily to cash and food‑stamp participants for replacement CBICs and provides EBT information to 1,100 new and active participants.

The site operates Monday through Friday, 12 hours each day.

Responsibilities
  • Assume the responsibilities of the Site Manager in his/her absence.
  • Monitor OTC activity through observation for processing slowdowns or outages and authorize the operation of the vault card and alternate card issuance processes during system failures.
  • Assist subordinates in resolving complex issues and servicing difficult, loud, vulgar, or threatening participants, ensuring the acquisition of necessary information for service.
  • Work alongside subordinates to service participants during staffing shortages or long lines.
  • Evaluate staff performance periodically and recommend improvements as necessary; maintain time and leave records and conduct conferences to ensure compliance with agency rules.
  • Liaise with Job Centers/Food Stamp Sites and serve as a resource for information on case error corrections.

8:30 am – 5:00 pm with flexible schedules.

Minimum Qualifications
  • A bachelor’s degree from an accredited college and three years of full‑time progressively responsible clerical/administrative experience, including one year in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and four years of full‑time progressively responsible clerical/administrative experience, including one year of the supervisory experience described in item 1; or
  • A four‑year high school diploma or equivalent approved by a State’s department of education or a recognized accrediting organization and five years of full‑time progressively responsible clerical/administrative experience, including one year of the supervisory experience described in item 1;
  • Education and/or experience equivalent to items 1–3. All candidates must possess the one year of administrative or supervisory experience described in item
    1. Education above the high‑school level may be substituted for general clerical/administrative experience (but not for the one year of supervisory experience) at a rate of 30 semester credits from an accredited college for 6 months of experience, up to a maximum of 3½ years.

Residency Requirement – New York City residency is generally required within 90 days of appointment.
