- Lead and prepare heavy civil construction estimates from conceptual budgeting through final bid submission
- Manage the full bid process, including bid reviews and proposal development
- Review RFQs, RFPs, plans, specifications, and contract documents
- Perform detailed quantity takeoffs and cost analysis
- Solicit and evaluate subcontractor and supplier proposals
- Develop project schedules and construction approaches
- Manage prequalification and prebid submissions
- Identify project risks and develop contingency plans
- Provide value engineering and lifecycle cost recommendations
- Visit project sites and conduct scope evaluations
- Build and maintain relationships with subcontractors, suppliers, and clients
- Mentor and lead junior estimators and estimating teams
- Support multiple pursuits and large scale infrastructure projects simultaneously
- 15+ years of heavy civil construction experience in estimating and/or field operations
- Minimum 5 years of estimating experience with a General Contractor on heavy civil projects
- Strong experience in bridge construction and/or utility construction estimating
- Deep knowledge of earthwork, roadwork, structural steel, concrete, foundations, utilities, and heavy highway construction
- Experience with public works projects and agencies such as DOT, MTA, DDC, DEP, or similar
- Bachelor's degree in Civil Engineering, Construction Management, or related field preferred
- PE license is a plus
- Strong experience with HCSS estimating software preferred
- Knowledge of Primavera P6 and Microsoft Project preferred
