Position Summary

Role OverviewThe Early Childhood Education Services Coordinator in the Division of Contracts and Purchasing (DCP) will join a team that plays a critical role in supporting the City’s Birth-To-Five System, which includes programs that provide Early Learn, 3K, Pre‑K services. The Coordinator will work with community-based service providers on the submission, review, and internal approval of contract documentation for services related to Early Childhood Education, including family engagement, professional development, and direct student services.
The Coordinator will also assist in the management of the Bridge Loan program, which provides interim financing to community-based service providers of Early Childhood Education services by coordinating and monitoring program-related activities, reviewing supporting documentation, preparing program summaries, and supporting the planning and implementation of effective program oversight. The Coordinator evaluates documents and collaborates with the Division of Early Childhood Education (DECE), Office of Legal Services, Division of Financial Operations, Mayor’s Office of Contract Services, NYC Comptroller’s Office, and other stakeholders.

- Coordinates with community-based providers to support the administration and monitoring of the Early Childhood Services Bridge Loan program, facilitating interim financing and managing ongoing communication between service providers and municipal oversight agencies.
- Assists with the coordination, review, preparation, and communication of responses, including providing data to inquiries received from internal and external stakeholders regarding community-based service providers, including the collection and organization of required documentation and data.
- Performs appropriate background checks, including review of PASSPort Questionnaires and Office of Equal Opportunity data in accordance with established policies and procedures.
- Reviews contract packages for registration with NYC Comptroller’s Office and for Panel for Education Policy approval.
- Works collaboratively with DECE staff to evaluate and monitor the capacity of community-based organizations to provide Early Childhood Education and related Family Engagement support services.
- Prepares reports and communicates workflow information to appropriate parties and tracks such information with several DCP authorization and tracking systems.
- Plans, coordinates, and monitors activities related to the submission, review, and internal approval of documentation from community-based providers delivering Early Childhood Education services, including Early Learn, 3K, and Pre‑K programs.
- Maintains and tracks information using Division of Contracts and Purchasing authorization and tracking systems to support coordination, monitoring, and evaluation activities.
- Develops and maintains collaborative working relationships with internal divisions and external stakeholders to support the effective planning, coordination, and monitoring of community-based Early Childhood Education programs.
- A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
- High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
