Special Education Systems Training Specialist

The New York City Department of Education (NYC DOE) seeks a qualified contractor to provide comprehensive project management, business analysis, application support, testing, training, data management, business intelligence, and reporting services for its Special Education systems. The project supports the implementation and ongoing enhancement of the ATLAS platform, modernization of Special Education applications, development of regulatory and operational reports, maintenance of enterprise data repositories, user training, and continuous operational support.

The Contractor will provide a multidisciplinary team of technical and functional experts to ensure the successful delivery of system enhancements, data integration, reporting solutions, quality assurance, and end-user support while maintaining compliance with federal, state, and NYC DOE Special Education requirements.

The IT Specialist – Training will support the NYC Department of Education's Special Education Systems by assisting in the development, delivery, and continuous improvement of training programs for the ATLAS, SESIS, and related Special Education applications. The specialist will collaborate with DOE stakeholders and the application training team to design engaging learning materials, deliver instructor-led and virtual training, evaluate training effectiveness, and enhance user proficiency to ensure successful adoption of system enhancements and compliance with Special Education processes.

Responsibilities
  • Assist the existing application training team in developing, maintaining, and implementing the Special Education Systems training strategy.
  • Design, develop, and update instructor-led, virtual, and self-paced training materials for Special Education applications.
  • Identify training needs and recommend professional development opportunities based on system enhancements and user feedback.
  • Deliver classroom, virtual, and webinar-based training sessions for DOE staff and end users.
  • Develop user guides, quick reference guides, job aids, presentations, videos, and e-learning modules.
  • Evaluate training effectiveness through assessments, surveys, and performance metrics, and recommend improvements.
  • Collaborate with business analysts, project managers, and technical teams to ensure training materials accurately reflect system functionality and business processes.
  • Support user adoption initiatives and ongoing knowledge transfer activities.
  • Maintain training documentation and learning management content.
  • Provide post-training support and assist users in effectively utilizing Special Education systems.
  • Participate in User Acceptance Testing (UAT) to understand new functionality prior to training delivery.
  • Ensure all training materials comply with DOE standards, accessibility requirements, and project documentation guidelines.
Required

Skills & Qualifications
  • Bachelor's degree in Information Technology, Education, Instructional Design, Training, or a related field.
  • Minimum 5 years of experience developing and delivering technical training for enterprise applications.
  • Experience creating instructor-led, virtual, and e-learning training programs.
  • Strong instructional design, presentation, facilitation, and communication skills.
  • Experience supporting software implementation or system modernization projects.
  • Ability to collaborate effectively with technical teams, business stakeholders, and end users.
  • Experience evaluating training effectiveness and recommending continuous improvements.
Technical Skills
  • Adobe Captivate, Adobe Connect, Adobe Creative Cloud
  • Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Outlook
  • Snag It, HP Quality Center (HPQC)
Preferred Qualifications
  • Experience supporting K–12 education or government agencies.
  • Experience with Special Education systems such as SESIS or ATLAS.
  • Familiarity with Learning Management Systems (LMS).
  • Knowledge of accessibility standards and adult learning principles.
  • Experience developing multimedia training content, webinars, and instructional videos.
