Job Description
The Middle East Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate international organizations and regional bodies and UN Agencies and Programmes. The Regional Office ensures inter-regional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards and Recommended Practices (SARPs) and regional air navigation plans. The Regional Office also provides technical guidance and assistance to States in their implementation activities.
It supports extensive meeting activities, disseminates information and encourages participation in ICAO activities. The Regional Office also provides technical assistance when requested.
Within this context, the incumbent reports to the Regional Director through the Deputy Regional Director. S/he will be part of the Office team engaged in contributing to and accomplishing the vision, mission and goals of ICAO. S/he will collaborate closely as a team member of the Regional Office for safety and air navigation matters, in order to promote the implementation of safety and air navigation strategies as well as the implementation of the ICAO SARPs, Procedures, plans and policies and Regional Air Navigation Plan (ANP) with particular emphasis on Aerodromes and Ground Aids (AGA).
The Regional Officer AGA provides expert support and advisory services in the field of AGA to States and Administrations in the Middle East Region, and serves as secretary and/or technical adviser to the Middle East Region (MID) Regional Aviation Safety Group (RASG) and Middle East Air Navigation Planning and Implementation Regional Group (MIDANPIRG) contributory bodies on AGA subjects.
Major duties and Responsibilities Function 1 (incl. Expected results)
Monitors developments of concern to ICAO in the States to which the office is accredited, in the field of aerodromes; assists States in the implementation of the provisions related to design and operations of aerodromes and Heliports contained in Annex 14 and in the Planning and implementation of the MID Region's Air Navigation Plan, achieving results such as:
- Initiate, follow up and foster actions aimed at achieving efficient and effective implementation by States of the ICAO SARPs and Regional Plan requirements with particular emphasis on AGA;
- Assist in the implementation of the Regional Plan and related activities and initiatives and implementation of AGA Facilities and Services;
- Assist States in the development of Aerodrome Operational Plans, in accordance with the regional plan;
- Assist States with the formulation and processing of amendment proposals to the MID Regional Air Navigation Plan (ANP), provide related technical and secretariat support and regional planning guidance to States;
- Assist States in their efforts to improve their aerodrome operations, eliminate identified deficiencies, achieve performance objectives and enhance safety oversight capabilities;
- Monitor, identify and take follow-up action with States to remedy AGA-related deficiencies;
- Provide technical assistance and support for the efficient functioning of the MIDANPIRG and its subsidiary bodies;
- Monitor regional developments and current regional aircraft operations and recommend updates to the requirements of aerodromes reflected in the MID ANP, as needed;
- Identify and promote AGA-related technical cooperation projects;
- Keep abreast of current civil aviation developments, including relevant activities of ACI, IATA and IFALPA and other international organizations and individual States relevant to AGA;
- Prepare analyses on technical/operational aspects of civil aviation in the MID Region with particular emphasis on AGA;
- Coordinate regional programmes and planning documents with Headquarters (HQ) activities;
- Ensure coordinated processes between AGA and other air navigation fields within the Secretariat to minimize duplication, enable seamlessness in planning and ensure efficiency.
