- Monday–Friday, normal business hours
- 35 hours per week (excluding mandatory unpaid meal break after 6 hours)
- Overtime requires prior approval through the Agency’s timekeeping system
- Maximum Hourly Rate: $100 to $110 per hour
The Tech Refresh Project Manager will oversee and manage radio infrastructure and public safety technology projects, ensuring successful delivery across the full project lifecycle. This role requires close collaboration with executive leadership, internal teams, external stakeholders, and vendors, while adhering to PMO standards and public safety methodologies.
Key Responsibilities- Serve as a liaison with internal and external IT audit teams, supporting documentation requests, testing plans, remediation plans, and resolution of findings related to Radio Infrastructure Management.
- Manage project budgets, resources, and planning activities for Radio Infrastructure initiatives.
- Define project approach, resource needs, roles, responsibilities, and ensure effective utilization of project resources.
- Develop and review project estimates for schedule, effort, and cost using established models, best practices, and historical data.
- Create and maintain project charters, scope statements, status reports, risk and issue logs, and other project documentation.
- Manage projects through the full implementation and development lifecycle, ensuring timely delivery of milestones and deliverables.
- Identify, manage, and mitigate project risks and issues.
- Develop and manage project plans and communication plans; track and drive infrastructure solutions.
- Collaborate closely with executive leadership, internal teams, and external stakeholders.
- Provide oversight of blended teams consisting of consultants and internal staff; manage vendor relationships.
- Ensure adherence to PMO methodologies and development standards.
- Participate in RFP development, vendor evaluations, contract reviews, and selections.
- Support PMO functions including budgeting, reporting, scheduling, change management, and deliverable tracking.
- Review and approve project artifacts such as technical requirements, architecture, testing, implementation, and training documentation.
- Manage training plans, support models, project closeout activities, and knowledge transfer to agency staff.
- Report project status, risks, and progress to senior management, OTI, and stakeholder agencies.
- Support continuous process improvement aligned with PMI PMBOK and OTI Public Safety methodologies.
- Manage special projects and initiatives as assigned.
Candidates without the following requirements will not be considered:
- Minimum 12 years of experience in a Land Mobile Radio (LMR) communication systems environment.
- Minimum 10 years of experience in a PSAP 911 dispatch environment.
- Experience with government LMR communications and NG911 dispatch systems, including multi-agency interoperability.
- Proven experience as a project/program manager delivering key deliverables to internal and external stakeholders.
- Strong knowledge of LMR and LTE technologies, including analog and digital radios, conventional and trunked systems, and operation across VHF, UHF, 150 MHz, 700 MHz, and 800 MHz bands.
- Knowledge of emerging NG911 dispatch technologies and public safety logging and recording systems.
- Experience with government procurement processes, requirements definition, and acquisition support.
- Experience managing radio system design, implementation, and integration for 9-1-1 environments.
- Ability to partner with Enterprise Architects, Infrastructure Leads, Project Managers, Vendors, and Cybersecurity teams to address emerging threats and execute mitigation plans.
- Excellent written and verbal communication skills.
- Proficiency with Microsoft Office Suite.
- Experience supporting federal, state, or local government clients.
