User Experience Designer

About the Opportunity
A city-wide initiative to protect New Yorkers from the $6.5 billion lost annually to phone and online scams. This UX Designer will lead the end-to-end design of a product that directly serves vulnerable communities, including elderly residents and immigrant populations, by making scam prevention tools accessible, intuitive, and trustworthy.
This is meaningful, mission-driven work at the intersection of civic technology, public safety, and digital equity.
What You'll Do
- Lead user research with vulnerable populations (elderly residents, immigrant communities) to surface real needs and inform design decisions
- Develop personas and end-to-end journey maps covering the full victim experience — from initial scam contact through 311 referral and digital resource navigation
- Translate research into functional requirements for the app's call-filtering interface and web resource navigation
- Produce high-fidelity wireframes and interactive prototypes in Figma for stakeholder reviews and developer handoff
- Craft plain-language, trauma-informed content in collaboration with the 311 team
- Run iterative usability testing with diverse user groups to identify and eliminate friction
- Ensure all deliverables align with NYC's brand identity and design system standards
Required Qualifications
- 14+ years of UX / Product Design experience
- Strong command of user research methods — both qualitative (moderated interviews, usability testing) and quantitative
- Proficiency in Figma and Adobe Creative Suite for high-fidelity design and prototyping
- Experience on cross-functional teams alongside engineers and product managers
- Strong written and verbal communication skills
Preferred Qualifications
- Experience designing for multilingual audiences (Spanish, Chinese, and/or Russian)
- Mobile app design experience (iOS/Android) and mobile-responsive web design
- Accessibility expertise for senior users — high-contrast design, legible typography, screen-reader optimization
- Familiarity with municipal or enterprise-level design systems
