Director, Buses Capital Group, In-House Facilities
This position is responsible for managing the program area's planning/scope/design development activities in accordance with agency standards/guidelines/policies and procedures to deliver timely, cost effective, and high-quality facility-oriented projects to clients. Work with C&D and internal/external clients to ensure that design practices conform to program plans/guidelines. Oversee the development of needs assessments and condition assessments for the MTA's 20 Year Needs Assessment/Five Year Capital Programs.
Establish performance measures with respect to key design goals of quality, cost-effectiveness, and timeliness. Work with Facilities senior management to obtain in-house staff/consultant resources for delivering capital projects. Work closely with internal stakeholders at C&D, and MTAHQ, to ensure success in obtaining approval and retention of funding.
Responsibilities:
- Collaborate with internal partners in Facilities, C&D, CMO Office, Bus Technology, and Office of the EVP to ensure that Buses Facilities Capital Program is adequately prioritized and funded.
- Handle prioritization of depot rehabilitations and component replacements.
- Oversee scope of work generation and development of cost estimates as needed throughout the system.
- Advise senior management on departmental policy decisions related to cost estimating practices and procedures, ensuring that all estimates comply with construction contract requirements and align with MTA guidelines.
- Oversee the development of comprehensive estimate packages that accurately reflect the full scope of project requirements.
- Coordinate facility capital workflow processes within the Facilities such as PRDC, Baseline Reviews, Final Acceptance and Beneficial Use.
- Oversee the development of needs assessments and condition assessments for the MTA's 20 Year Needs Assessment and Five-Year Capital Programs.
- Conduct alternative analyses to determine the most cost-effective capital investment strategies.
- Provide input to C&D regarding design requirements and the project delivery schedule.
- Manage the review and analysis of the outputs of the depot facility assessments so that this information can be readily utilized to establish depot capital needs and priorities.
- Obtain data from the capital program and our facility work order system to generate life-cycle costs and ongoing assessment of facility conditions.
- Liaison with partners at C&D, Office of Rolling Stock, CMO Office and Facilities to support specific facility needs for new bus purchases and bus modifications.
- Work with staff at C&D, Buses Office of the EVP and MTAHQ to fulfill compliance requirements regarding the Capital Program.
- Assist as needed in providing data for CPOC Milestone Reports, FTA Audit Requests and other monitoring requirements.
- Assist in providing data to the Buses Capital Budget & Planning Group to generate operating budget impacts, D4 submissions, EFA & TA Labor estimates.
- Work with EAM Team to obtain asset related data from new depot builds and major upgrades to update the data in EAM.
- Ensure appropriate archival of OEM Manuals and as-built drawings as needed.
- Partner with Facilities to ensure staffing is sufficient for project schedules and resource plan.

- Reviews invoices and approves them if the work has contractual standards, as applicable
- Addresses performance issues with the contractor when possible, as applicable

Education and Experience:
- Bachelor’s Degree in Arts/Sciences (BA/BS) Finance, Accounting, Data or Computer Science, Urban Planning, Engineering, Transportation, Architecture, or a satisfactory equivalent Required
- Minimum 8 years
