About the Role

Reporting directly to the Executive Director, the Chief of Staff & Operating Officer is a vital member of IMPACCT Brooklyn’s Senior Leadership Team — serving as the Executive Director’s principal strategic partner and the organization’s senior operational integrator. The role combines the outward-facing, coordinating, and decision-support functions of a Chief of Staff with the internal execution, accountability, and enterprise operations leadership of a Chief Operating Officer.

You will translate IMPACCT Brooklyn’s vision, Housing First strategy, and IMPACCT 2.0 priorities into strong day-to-day execution — ensuring departments are aligned, accountable, and operating with discipline. You will oversee enterprise operating rhythms; partner with leaders across housing operations, asset and portfolio performance, finance, compliance, property management, and development; and support Board and committee processes.

What You’ll Do Leadership & Strategy
  • Serve as the Executive Director’s trusted adviser, strategic partner, and implementation lead on organizational priorities, sensitive issues, and cross-functional decisions.
  • Partner with the Executive Director and senior leadership to translate IMPACCT Brooklyn’s vision, Housing First strategy, and IMPACCT 2.0 priorities into day-to-day execution.
  • Act as an operational buffer for the Executive Director, freeing their focus for vision, external relationships, and long-range growth.
Operational Management
  • Oversee day-to-day organizational operations and strengthen execution across core business lines, including housing operations, asset/portfolio performance, shared services, and mission-support functions.
  • Build and manage an enterprise performance-management system, including dashboards, KPIs, action tracking, and recurring business reviews for senior leadership and the Board.
  • Partner with Finance and operating leaders to drive budget discipline, operational forecasting, variance follow-up, procurement and process rigor, and effective resource allocation.
  • Partner with Real Estate, Asset Management, and Property Management leadership to improve occupancy, compliance, physical-asset stewardship, capital planning, operating performance, and readiness for new developments, acquisitions, rehabilitations, and lease-up.
  • Ensure strong compliance and risk management across affordable housing and nonprofit operations, including funder, lender, regulatory, and contractual requirements.
Communication & Liaison
  • Lead executive and cross-department planning processes; prepare agendas, decision memos, briefing materials, and follow-up systems that improve leadership-team effectiveness and speed of execution.
  • Support the Executive Director and Board Chair with board calendars, committee coordination, dashboards, meeting materials, governance follow-up, and implementation of board‑approved priorities.
Project Oversight
  • Lead or sponsor major strategic initiatives, organizational redesign efforts, transformation projects, policy and process improvements, and change-management efforts tied to IMPACCT 2.0.
Team Development & Direct Reports
  • Directly supervise the senior leaders responsible for Programs and Human Resources.
  • Partner closely with Finance, Housing Development, and Fundraising—reporting to the Executive Director—to promote budget discipline and enhance operational performance within these areas.
  • Build and reinforce a culture of accountability, collaboration, equity, transparency, and continuous improvement across the organization’s operating functions.

Qualifications Education
  • Bachelor’s degree required in business, public administration, nonprofit management, urban planning, real estate, finance, or a related field; advanced degree preferred.
