Bachelor's degree in Public Administration, Business Administration, Management Information Systems or a related field. Four years of professional experience in organizational, financial or performance analysis, business architecture in an information technology capacity or related management experience are required.

The SBIM assists the RER Business Operations and Portfolio Chief (BOPC) in refining, improving, and implementing department-wide systems for defining project objectives, aligning project activities with departmental priorities and resources, and tracking and communicating progress against project objectives and timelines through the supervision of subordinate staff. The SBIM understands the business environment and will serve as a subject-matter expert for the projects assigned to them, as a liaison between the business unit, the BOPC and IT developers.

The SBIM assists their respective BOPC in identifying and managing risks inherent in the business processes and technology systems that support business objectives, and the provision of the information needed to help meet strategic and financial goals. Additionally, this position works in close association with the departmental executives and senior management, and IT subject matter experts to define solutions that support the redesigned or improved business processes using current and future technologies to achieve operational goals.

Individual responsibilities include execution of complex internal management analysis projects and studies; coordinating the implementation of department-wide and division specific technology solutions; conducting defining solutions that support the redesigned or improved business using current and future technologies; conducting analysis to determine the best paths for solving business problems/opportunities through process improvements, system enhancements, user training, and/or software procurement. Additional responsibilities entail working with executive and senior management staff throughout the year on developing and maintaining a comprehensive performance measurement system and the business plan.
