Project Overview

Bechtel is partnering with Next Decade to support their vision to provide the world access to lower carbon intensive energy with the Rio Grande LNG (RGLNG) project in Brownsville, Texas.

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity the five‑train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary

Assigned to a field construction organization in a supervisory capacity. Responsible for supervising and directing operations within the assigned discipline or area, ensuring compliance with specifications, schedules and budgets. Performs general functions inherent in all supervisory field positions.

Major Responsibilities
  • Responsible for field construction operations within assigned discipline or area.
  • Determines workforce requirements and coordinates established area operational plans.
  • Schedules work to be performed, reviews work accomplished by each craft, and monitors work activities to ensure quality.
  • Ensures the most current design document is used and that all design changes are approved prior to implementation; approves craft time records using established automated tools.
  • Prepares reports and forecasts, including construction progress, craft personnel forecasts, and expenditure forecasts; monitors tool usage and prepares Field Material Requisition s to supply necessary tools and consumables.
  • Monitors subcontractor activities to ensure compliance with specifications and schedules.
  • Implements corporate/project policies, procedures and instructions within assigned operations; coordinates with other disciplines or areas and client representative partners; performs employee reviews and identifies training and development opportunities for subordinates.
  • Ensures compliance with Bechtel and local/national safety codes, requirements and standards within the assigned area; incorporates the Zero Accident Philosophy into all construction activities and participates in scheduled safety meetings.
  • Applies Six Sigma tools, analysis and decision‑making techniques in the execution of duties.
Education and Experience Requirements
  • Requires a bachelor’s degree (or international equivalent) and 8–10 years of relevant experience or 12–14 years of relevant work experience.
  • Welding Superintendent
    • Minimum of 10–12 years industry experience in welding and welding supervision with a minimum 3 years Bechtel experience; knowledge of supervisory functions relating to field welding activities.
  • Lead Welding Superintendent
    • Minimum of 10–12 years industry experience in welding and welding supervision with a minimum 5 years Bechtel experience; knowledge of supervisory functions relating to field welding activities.
Required Knowledge and Skills
  • Knowledge of single or multi‑discipline construction or engineering operations.
  • Knowledge of Bechtel’s Zero Accident Philosophy.
  • Knowledge of the Project ES&H Handbook, Supervisors ES&H Manual, Project Safety Management Plan and Bechtel Core Processes.
  • Knowledge of Six Sigma program tools and methodologies.
  • Knowledge of supervisory functions related to field activities.
  • Knowledge of Standard Work Process Procedures (SWPPs).
  • Computer literacy in word processing, spreadsheets and database applications per current Bechtel BSAP standards.
  • Demonstrated leadership in a team‑based environment.
  • Knowledge of subcontract terms and the responsibilities of contractors and subcontractors.
  • Experience supervising and administering subcontractors and/or Direct Hire workforce.
Additional Information

This position has a work scope that includes field inspections and requires extensive walking, climbing ladders and scaffolding, working on elevated platforms and uneven surfaces, and working in confined spaces. Some lifting may be required. Ability to enter and exit the project site and use appropriate standard issued Personal Protection Equipment (PPE) – such as harnesses, life vests, lift buckets – is required.
