Project Overview

Bechtel is partnering with Next Decade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary

The Instrument & Control (I&C) Commissioning and Start-Up (CSU) Specialist will directly support the CSU I&C Lead in executing all CSU I&C activities for the RGLNG Project. This role involves active participation in ensuring the CSU I&C scope is completed safely, efficiently, and in compliance with all project safety, quality, and design standards. The successful candidate will contribute to the pre-commissioning, commissioning, and start-up phases of large plant I&C systems, including ICSS, FGS, and ESD systems.

Familiarity with specialized equipment and system applications utilized within LNG plant design is beneficial. #LI-SP1

Major Responsibilities
  • Reviews 'Piping and Instrumentation Diagrams' to systemize project I&C scope.
  • Reviews and/or completes all CSU I&C deliverables including cause and effect procedures, I&C instructions, complex loop, alarm summary, ESD and trip testing, etc. to ensure a safe, timely and economical delivery of Commissioning/Start-Up activities.
  • Reviews and provides CSU I&C input on project schedules for proper coordination and sequencing through the mechanical completion, pre-commissioning, commissioning, start-up, operation and final handover phases of the project.
  • Reviews and provides CSU I&C input on project I&C engineering and supplier design/documentation.
  • Provides CSU I&C input as required to other groups including Project Management, Engineering, Construction, Project Controls, Procurement, Contracts, ES&H, Estimating, Completions, etc. to support project requirements.
  • Assists in the population of the project System Completions Database (I&C scope only).
  • Provides CSU I&C input with Completions group to assist in the development of project system/sub-system turnover packages.
  • Participate in system walk-downs, raising and tracking punch items to maintain quality.
  • Assesses the installation of supplier packages to ensure project compliance.
  • Apply management of change processes for I&C activities, including design changes, scope changes, NCRs/RFIs/FCDs, and retesting.
Additional Responsibilities
  • Oversees CSU I&C testing activities on plant control systems including ICSS, SIS, ESD, FGS and specialized equipment supplier control systems. Testing activities include but are not limited to the following:
  • Individual instrument calibration, loop and logic testing (as required).
  • ICSS and SIS loop(s) testing.
  • Plant ESD trip system testing.
  • Fire and gas system testing.
  • Cause and effect / complex loop testing.
  • Alarm summary testing.
