Bechtel is partnering with Next Decade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984‑acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth.

At full capacity, the five‑train facility will have a production capacity of 27 million tonnes per annum (MTPA). Brownsville, Texas is a city known for its diverse history, tradition, and rich culture. Located in the southernmost region in the beautiful state of Texas, Brownsville is a rich, tropical oasis bordering the Rio Grande River and near the shores of the Gulf of Mexico.

The major part of the Civil work on this Project consists of the erection of the cylindrical LNG Tank Concrete Containment Wall & Roof utilizing the proprietary Bechtel BICSS (Bechtel Integrated Concrete & Steel Solution) methodology. Ensure safe work practices and conditions ure all Civil works (materials, method & workmanship) comply with contract and design requirements. Ensuring all works are performed according to approved Specifications, Procedures and Plans.

Ensure that the Construction team adheres to all necessary Codes (including ACI‑376) and Method Statements. Liaise with the customer and ensure that customer nominated inspection points are adhered to, as required by the Inspection & Test Plan. Assist with the coordination and compilation of the Manufacturers Data Report. General Inspection of all Civil works.

• Coordinates and leads inspections of completed civil works, both pre‑pour and post‑pour.
• Inspects material deliveries for tank civil works are in compliance with drawings and specifications.
• Coordinates reinforcement and embedded items deliveries, schedule, dimension control and clash issues to be resolved with suppliers and Tank design engineers.
• Provides technical input for Civil/Structural Superintendents assigned to LNG full containment tanks.
• Coordinate with Tank Management and Superintendents to execute work.
• Coordinates with Engineering on Civil/Structural constructability and design issues.
• Responsible for quantity take‑off, control, reporting and forecasting for all Civil/Structural quantities in the assigned areas.
• Provides input to quantity tracking applications and review weekly installed quantities to Project Controls.
• Directs the preparation of requisitions for field procured Civil/Structural materials, material substitution, services, equipment, tools, and consumables.
• Coordinates through Procurement to obtain these materials.
• Monitors direct hire and Subcontract Civil/Structural Operations and activities to ensure materials, equipment and quality comply with design and specifications.
• Plans and recommends procedures to be implemented by Civil/Structural superintendents and Subcontractors to ensure construction operations are within requirements for safety, engineering, specifications, meeting quality and schedule requirements.
• Assists with ES&H inspections providing guidance to craft assigned to the tank area, which may include preparation and implementation of safety procedures, leading Bechtel and subcontractor safety meetings and participating in safety investigations.
• Champions the cause of ZERO Accident Philosophy.
• Ensures that Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility.
• Responsible for the implementation of project policies, procedures, and instructions within assigned operations.
• Ensures current design documents are used to complete the work and that all design changes are approved prior to implementation.
