Project Overview

Bechtel is partnering with Next Decade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984‑acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth.

At full capacity, the five‑train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary

The Principal Commissioning Engineer is a subject matter expert responsible for planning, coordinating, and executing complex commissioning, startup, testing, and turnover activities on major industrial projects. This role provides technical leadership across multiple disciplines, supports specialized commissioning processes, and drives safe, efficient system completion from construction through initial operations.

Major Responsibilities

Specialization & Expertise:

  • Provides knowledge and expertise in a particular discipline, subject matter, or specialized process required for CSU (e.g., chemical cleaning, steam & air blowing, meter and relay testing, process operations, nuclear HVAC systems, complex analytical instrumentation such as CEMS, ICs, etc.). Provides technical consultation support to small to medium‑sized projects.
  • Provides technical advice & counsel on specific assignments & conducts project audits as required.
  • Provides input and participates in special technical educational & training programs as directed.

Work Planning & Packaging:

  • Analyzes assigned activities to determine the scope, time, and resource requirements.
  • Plans and schedules CSU execution activities including sequence and resource requirements for assigned areas of responsibility typically including complex evolution across multiple disciplines and functions.
  • Provides assistance and guidance for preparation of Startup Work Packages and Test Work Packages for assigned areas of responsibility.
  • Designs temporary structures and systems with the support of Engineering to support CSU activities and produces field sketches as required.
  • Performs work that involves conventional practice but may include a variety of complex features such as conflicting requirements, unsuitability of conventional methods, or difficult coordination requirements with significant complexity across multiple disciplines with interfaces with other functions.
  • Monitors and troubleshoots major equipment and facility processes during the commissioning and initial operations phase of the contract and confirming unit operations perform as required.
  • Plans, guides, or prepares project administrative and technical documents as required for startup, maintenance, operation, or testing.
  • Plans, guides, or prepares project hazard & environmental compliance assessments, as directed.
  • Builds schedule logic with project controls & provides input to the planning/scheduling process.
  • Builds custom reports with project controls to track startup progress and cost.
  • Coordinates with client representatives to obtain approval on work and work processes as they are accomplished.
Responsibilities Continued

Turnover Coordination:

  • Participates in Construction to CSU turnover walkdowns for assigned areas of responsibility.
  • Interfaces with the Field Engineer as required to support component/system turnover.
  • Completes and/or verifies complete ITRs in a timely manner and ensures submittal into the completions system for quantities earning.

Material Mgmt. & Quantities:

  • Initiates requisitions for field purchases and prepares quantity takeoffs of field purchased material and equipment.
